Pursuant to Order No. 320s of the Cabinet of Ministers of the Republic of Azerbaijan dated May 14, 2026, on the approval of "Admission of candidates to doctoral programs at higher education institutions, scientific institutions, and organizations of the Republic of Azerbaijan for 2026," admission to the Doctor of Philosophy (PhD) program has been announced.

The admission of documents for the doctoral program will be processed online from May 19 to June 9, 2026, via the portal.edu.az system of the Ministry of Science and Education. Following the successful submission of documents to the system, applicants must undergo an interview with their prospective academic supervisors.
Candidates seeking admission to the doctoral program must take entrance examinations in a foreign language (excluding Russian), philosophy, and the specialty subject, within the scope of the active curricula for the master's level of higher education.
Based on the interview results and the submitted documents, the Admission Committee shall make a decision on whether to admit candidates to the entrance examinations (in foreign language, philosophy, and specialty subject).
Citizens of the Republic of Azerbaijan who have completed the master's level of higher education are eligible to apply for the PhD program.
The following documents must be submitted for admission to the Doctor of Philosophy program:
- Application (addressed to the Director of the Forensic Examination Center);
- Personal data sheet;
- Autobiography;
- 2 photos (3x4 cm size);
- Character reference from the workplace;
- Extract from the employment record book (for candidates with work experience);
- List of published scientific works (with copies attached) or a research paper (abstract) on a topic related to the selected specialty;
- A valid international language certificate in a foreign language (IELTS, TOEFL, TestDaF, DELF, DALF, STANAG – if available);
- Notarially certified copies of higher education diploma(s) and transcripts (for citizens of the Republic of Azerbaijan who studied abroad, a certificate of recognition of educational documents);
- Copy of the identity document.
Hard copies of the documents will be received at the Forensic Examination Center of the Ministry of Justice until June 9, on working days from 10:00 to 17:00.
