Judicial Experts Register Put into Use

As part of the reforms aimed at improving state governance in the field of forensic examination in the Republic of Azerbaijan, applying international standards, establishing a unified approach, and advancing digitalization, the Judicial Experts Register has been launched.

The Judicial Experts Register is an electronic information resource that ensures the collection, systematization, and public accessibility of information on judicial experts in a unified database. The Register is established, maintained, and administered by the Ministry of Justice of the Republic of Azerbaijan.

The Register is maintained in accordance with the “Rules for Maintaining the Judicial Experts Register,” approved by Decision No. 140 of the Cabinet of Ministers of the Republic of Azerbaijan dated 2 May 2023.

The Register is currently operational and available on the official websites of the Ministry of Justice (www.justice.gov.az) and the Ministry’s Forensic Examination Center (www.expert.gov.az).

The Register contains information on judicial experts of the Ministry of Justice, the Ministry of Internal Affairs, and the Ministry of Health of the Republic of Azerbaijan, as well as the Forensic Examination Center of the Ministry of Justice of the Nakhchivan Autonomous Republic. Work is ongoing to include information on judicial experts of the Ministry of Defense in the Register. Furthermore, once private forensic examination is introduced in the country, information on private judicial experts holding the relevant certificates will also be entered into the Register.

In addition to the first name, surname, and patronymic of judicial experts, the Register contains information on their education, specialization, attestation, length of service, certificates, and other information related to their professional activities. This enables users to obtain reliable information about the professional qualifications and competencies of experts, while contributing to greater transparency and public trust in forensic examination activities.

Pursuant to the requirements of the Law of the Republic of Azerbaijan “On Forensic Examination Activity,” only persons entered in the Register may act as judicial experts. Persons who are not entered in the Register are prohibited from engaging in forensic examination activities, and such conduct entails liability as prescribed by law.

Information on judicial experts, including their specializations and the validity of their certificates, can be searched and accessed electronically through the Register.

The launch of the Judicial Experts Register contributes to enhancing transparency in the field of forensic examination, strengthening public trust in expert activities, and providing citizens and relevant institutions with prompt access to information on judicial experts.
