Initial mandatory training for candidates who successfully passed the interview stage for the special enforcement officer profession commenced on 1 October 2026. The training, held at the Justice Academy of the Ministry of Justice, is expected to last approximately three months.
The training programme is designed to develop the legal knowledge, practical skills and professional conduct required to work as a special enforcement officer. It covers key areas, including the judicial enforcement system, enforcement law, enforcement documents, the initiation of enforcement proceedings, procedural actions and documents of enforcement officers, compulsory enforcement measures, the enforcement of different categories of enforcement documents, the use of the “Electronic Enforcement” information system, complaint and oversight mechanisms, security, office management, finance, deposits and accountability.
Alongside theoretical lessons, the training programme includes practical exercises, case studies based on real enforcement proceedings, document-drafting assignments, the preparation of draft decisions, acts, protocols and submissions, laboratory sessions on the “Electronic Enforcement” system, and simulations of enforcement measures. This approach aims not only to ensure that candidates are familiar with the legislation, but also to enable them to assess the requirements of enforcement documents correctly, select appropriate enforcement measures, communicate professionally with the parties involved, and conduct enforcement proceedings lawfully, with sound reasoning and effectively.
The training programme was developed with the involvement of international experts. These experts are also expected to participate as trainers alongside the responsible staff of the Ministry of Justice.
Candidates who successfully complete the initial mandatory training will proceed to the internship stage following an assessment. During the internship, they will apply the knowledge and skills acquired during training in real enforcement settings. Depending on the outcome of the internship, the subsequent procedures for commencing their activities as special enforcement officers will be carried out.
