Minister of Justice addressed to the world prosecutors

As a senator and honorary member of the International Association of Prosecutors, the Minister of Justice of the Republic of Azerbaijan Fikrat Mammadov addressed to the President, Secretary General, senators and members of the Executive Committee of the organization.

The address informed the International Association of Prosecutors, the only organization that is at the forefront of the fight against crime and unites the world's prosecutors, about the military provocations and war crimes committed by Armenia against our country.

It was stated that Armenia, which made territorial claims to the historical lands of Azerbaijan, committed military aggression in the early 1990s, occupied Nagorno-Karabakh and seven surrounding regions inhabited by Azerbaijanis, and carried out ethnic cleansing of the Azerbaijani population. One million people have become refugees and internally displaced persons. Today, Europe and other regions of the world facing the refugee problem can clearly imagine the scale of this humanitarian catastrophe.

It was noted that Armenia has ignored the mediation mission established to resolve the conflict - the initiatives of the OSCE Minsk Group, the implementation of four UN Security Council resolutions calling for the immediate, complete and unconditional withdrawal of Armenian forces from the occupied territories. Armenia, under various pretexts, has continuously prolonged the peaceful settlement of the conflict and continued its status quo, occupying other lands, exploiting the rich natural resources of these territories, especially gold deposits, and carrying out illegal economic activities. At the same time, it carried out illegal resettlement in gross violation of international law, including the 1949 Geneva Conventions.

The failure of the international community to react to the statements of the new Armenian leadership with slogans aimed at open aggression has further opened the hands of the aggressor and intensified military provocations.

It was noted in the appeal that during the speech of the President of the Republic of Azerbaijan Ilham Aliyev at the 75th session of the UN General Assembly, he brought these issues to the attention of the world community in detail and with accurate facts.

It was stated that 63 civilians, including women, children and the elderly, have been killed, more than 290 civilians were injured so far as a result of deliberate and purposeful heavy artillery shelling of our settlements and civilians by Armenian armed forces, inspired by impunity, since September 27, 2020. In addition, more than 2,400 residential buildings and civilian facilities were destroyed or severely damaged.

In accordance with Article 51 of the UN Charter, based on the right to self-defence, our country was forced to conduct counter-offensive operations to force Armenia to peace.

Seeing the successful counterattack of our army, which fought only for its homeland and only on its territory, the Armenian side used cluster bombs, which are prohibited by international law, to destroy peaceful towns and villages, it fires on the city of Mingachevir, located 100 km far from the site of military operations, where one of the power plants and the largest dams is located, it fires oil pipelines, which play an important role in Europe's energy security, and wants to create an ecological disaster.

The worst thing was that the densely populated parts of the city of Ganja, located tens of kilometers from the line of contact, were fired at halfway through the night with high-precision ballistic missiles.

As a result of these strikes from the territory of Armenia, the Prosecutor General's Office of Azerbaijan has opened dozens of criminal cases on violations of international humanitarian law, the death of civilians, as well as the issuance of criminal orders during armed conflicts and terrorism.

The UN Secretary-General and the European Union have issued statements condemning the attacks on settlements, stressing their complete inadmissibility and calling for an end to the shelling of civilians and facilities.

However, ignoring international norms, Armenia is not moved by these actions, on the contrary, it attracts foreign mercenaries to the conflict, carries out illegal arms shipments, and spreads calls for terrorism against Azerbaijan.

In his address, the minister expressed hope that the world community of high-ranking prosecutors would raise their voices to the world for the restoration of justice, prevention of crimes against humanity, as well as take measures against gross violations of international law.
