The Ministry of Justice addressed to the influential international organizations in the name of prevention of Armenia’s war crimes

As a Vice President of the International Association of Anti-Corruption Authorities (IAACA), which was established with the support of the United Nations and unites 140 countries, the Minister of Justice of the Republic of Azerbaijan Fikrat Mammadov, in order to inform the members of the organization about the military provocations and war crimes committed by Armenia against our country, addressed an appeal to the President of the Association, the Prosecutor General of Qatar Dr. Ali Al Marri.

The appeal says that as a result of the Armenian military aggression, our ancient historical land of Nagorno-Karabakh and seven surrounding regions were occupied, the population of Azerbaijan was subjected to ethnic cleansing and one million of our compatriots became refugees and internally displaced persons.

It was noted that Armenia, which has been prolonging the settlement of the conflict through negotiations within the OSCE Minsk Group under various pretexts and ignoring the implementation of four UN Security Council resolutions demanding the immediate, complete and unconditional withdrawal of Armenian forces from the occupied territories, has been taking under occupation our lands for 30 years, continuing the status quo profitable for it. Exploiting the rich natural resources of these areas, they carry out illegal economic activities, carry out illegal settlements, destroy our historical, cultural and religious monuments, and keep animals in our mosques, especially pigs, which touch the feelings of Muslims.

It was noted that the new leadership of Armenia, which grossly violated the norms of international law, including the 1949 Geneva Conventions, intensified its military provocations with slogans aimed at open aggression.

It was noted in the appeal that these issues were brought to the attention of the world community by the President of the Republic of Azerbaijan Ilham Aliyev at the 75th session of the UN General Assembly.

It was noted that in response to the military provocations launched by the Armenian armed forces against our settlements and civilians on September 27, 2020, our country is conducting counter-offensive operations to force the aggressor to peace, based on the right to self-defence in accordance with Article 51 of the UN Charter.

Armenians, who saw the successful counterattack of our army fighting for their homeland and only on their own territory without any outside support, deliberately and purposefully, repeatedly fired upon Ganja city, another densely populated city and regions, including Barda, located 100 km far from the place of military operations, on October 28 with heavy artillery installations, especially

cluster bombs, the use of which is prohibited by international law, as a result 21 people were killed and 70 persons were injured.

In total, 94 civilians, including women, children and the elderly, have been killed, more than 380 civilians have been injured, more than 2,700 houses and civilian objects have been destroyed or severely damaged.

It was stressed that Armenia, which has repeatedly ignored the agreed humanitarian ceasefire, has not given up its inhumane policy, continues its provocations targeting civilians and civilian infrastructure, and the number of casualties has increased.

The appeal noted that the Qatari ambassador to Azerbaijan, who visited Ganja, condemned the war crimes committed against civilians, and thanked Qatar for its support to the territorial integrity and sovereignty of our country.

In addition, Armenia, which involved foreign mercenaries in the conflict, also violated the requirements of the Chicago Convention on the transportation of weapons to Armenia by civil aviation under the guise of humanitarian aid, and Azerbaijan appealed to the International Civil Aviation Organization with relate to it.

It was noted that, despite its clear advantage on the battlefield, Azerbaijan does not want bloodshed for protection of people's lives and supports peace negotiations within the agreed principles.

The Minister, as an internationally renowned professional lawyer and prosecutor, noted that he would do his best to prevent war crimes and hopes that reliable representatives of the numerous countries represented by IAACA will raise the voices around the world.

The Ministry of Justice also appealed to the United Nations Children's Fund (UNICEF), which is implementing joint projects and there was informed about Armenia’s war crimes, that it targeted civilians, killed dozens of civilians, including 11 children, some children have lost both of parents, and the fact was brought to attention that even children were involved in military operations with the intention of creating the impression that the enemy was in a desperate situation, facing mass desertions from the army. It was stressed that Armenia has grossly violated the requirements of international humanitarian law, in particular the UN Convention on the Rights of the Child.

At the same time, an appeal was sent to the UN World Bank, another UN specialized agency and our active partner. It was noted that the civilian population and civilian objects of the republic have repeatedly been subjected to terrorist and military provocations by Armenia, including rocket attacks on Ganja and other residential areas, where we are implementing a joint project to modernize judicial infrastructure and court buildings were seriously damaged.

In addition, the Ministry has appealed to the World Health Organization (WHO) and the WHO Regional Office for Europe, the Global Fund (Health), taking into account close cooperation with the Ministry, its high prestige in the world and its noble mission. He expressed hope that they would raise their voices to stop the bloodshed and restore peace in order to protect the lives and health of the people.

The ministry has sent similar appeals to the German Agency for International Cooperation (GIZ) and the International Legal Cooperation Foundation (IRZ), which have been cooperating for many years.
