Shippers wishing to participate in the tender may obtain a set of Basic Terms in the Azerbaijani language through the portal and submit their bids electronically after transferring the participation fee in the specified amount to the following account (via the “EASY PAYMENT” system on e-tender.gov.az).

They must submit the following documents through the Portal to participate in the tender:
- application for participation in the tender;
- bank document on payment of the tender participation fee;
- tender proposal (must be valid within 30 banking days from the date of opening of the envelopes);
- bank guarantee in the amount of 1% (one percent) of the tender proposal value (must be valid within 60 banking days after the date of opening of the envelopes);
- full name, legal status, charter, extract from the state register, certificate, country of registration and details of the bidder;
- certificates of correspondence for relevant goods;
- a copy of the financial report on the activities of the bidder for the last year, approved by the tax authorities (profit tax return);
- bank statement on the financial condition of the bidder for the last year;
- availability of professionalism, experience, technical and financial capabilities, manpower, management skills, reliability in the relevant field to ensure the implementation of the procurement contract;
- ability to use their property freely and without restrictions, as well as availability of solvency;
- not to be declared bankrupt, not to have his property seized, not to have collateral for payment, not to be a person whose commercial activity has been suspended by a court decision;
- absence of overdue obligations on taxes and other obligatory payments in the Republic of Azerbaijan, as well as non-fulfilment of the taxpayer's obligations established by the Tax Code of the Republic of Azerbaijan within the last year (excluding the period of suspension);
- not to be convicted of a crime in connection with the professional activities of themselves, as well as managers, employees or misrepresentation of qualifications for the procurement contract during the 5 years prior to the start of procurement procedures, or not to be prohibited from engaging in relevant professional activities by the court.
Documents must be prepared in the Azerbaijani language (tender proposals in a foreign language must be translated into the Azerbaijani language).
The tender procedure will be conducted electronically through a single Internet portal (www.etender.gov.az) in accordance with the requirements of the Law of the Republic of Azerbaijan "On Public Procurement". Bidders may address questions related to the tender to the procuring entity in the relevant section of the single internet portal.
To participate in the tender, bidders must submit the above documents (excluding tender proposal, bank guarantee) through the portal until 09:00 on 31.03.2021, and the tender proposal and bank guarantee until 18:00 on 08.04.2021.
Bidders' proposals will be opened on 09.04.2021 at 09:00 through the portal. Bidders can get acquainted with the results of the opening through the portal.
