Azərbaycan Respublikası Ədliyyə Nazirliyi

The State Register of Population of the Republic of Azerbaijan is a state information resource reflecting documented information about citizens of the Republic of Azerbaijan, as well as foreigners and stateless persons permanently residing in the Republic of Azerbaijan or having refugee status.

The main objectives of maintaining the State Register are to collect and constantly update information on the location and composition of the population, the scope and direction of migration, demographic issues, as well as other issues; to provide state and local self-government bodies, as well as individuals with this information in the established cases and in the manner prescribed; and to increase the efficiency of the interaction of state bodies maintaining information systems for various categories of the population.

The State Register consists of the following:

  • Information on citizens of the Republic of Azerbaijan;

  • Information on foreigners permanently residing in the Republic of Azerbaijan;

  • Information on stateless persons permanently residing in the Republic of Azerbaijan;

  • Information on foreigners who have received refugee status in the Republic of Azerbaijan;

  • Information on stateless persons who have received refugee status in the Republic of Azerbaijan;

  • Service information related to the maintenance of the State Register (information on making corrections to data and requests).

The State Register includes the following information about the person: 

  • personal identification number, surname (previous surnames), first name, patronymic;

  • date and place of birth;

  • gender, citizenship and marital status;

  • attitude to military service;

  • registration and deregistration at the place of residence and location;

  • number, date of issue and validity of the identity document (including the number of the birth certificate and the number, date of issue and validity of the identity card of a person under 15 years old);

  • photograph of a person who has reached the age of 15;

  • biometric data of a person who has reached the age of 15 (blood type, eye color, height);

  • personal identification number, surname, name, patronymic, date of birth, place of birth, citizenship, number, date of issue and validity period of the identity document of husband (wife), parents and child;

  • date of death. 

The entry of information into the State Register is carried out on the basis of a personal identification number (PIN), which allows for their unambiguous differentiation, linking of components of information about the same person, prevention of duplication and efficient use. The issuance of a personal identification number is carried out in an automated mode using special software. The personal identification number is not repeated and is not changed.

Citizens of the Republic of Azerbaijan, as well as foreigners and stateless persons permanently residing in the Republic of Azerbaijan or having refugee status, may familiarize themselves with the information contained in the State Register only about themselves and persons specified in the legislation by applying in writing to the Ministry of Justice of the Republic of Azerbaijan.

Persons about whom documented information has been entered may apply to the Ministry of Justice of the Republic of Azerbaijan with an application for making appropriate corrections if they discover deficiencies in the information about themselves in the State Register.
