Born in the city of Baku in 1979.
Education
Graduated from the Faculty of International Law of Baku State University, obtaining a Bachelor's degree with distinction in 2000 and a Master's degree with distinction in 2002.
In 2004, graduated with distinction from the University of Essex (United Kingdom), obtaining a second Master's degree in International Human Rights Law under the prestigious British Chevening Scholarship.
In 2009, successfully defended a doctoral dissertation at the Academy of Public Administration under the President of the Republic of Azerbaijan and, by decision of the Supreme Attestation Commission, was awarded the degree of Doctor of Philosophy (Ph.D.) in Law.
In the same year, was awarded the Weidenfeld Scholarship to pursue doctoral studies at the University of Oxford (United Kingdom), where he earned a D.Phil. in Law in 2017.
Professional Experience
Began his legal career in 2000.
From 2004 to 2006, served in various positions within the Office of the Constitutional Court of the Republic of Azerbaijan, followed by service in the Office of the Milli Majlis from 2006 to 2007.
From 2009 to 2011, engaged in pedagogical activity in the field of law at the University of Oxford.
Between 2011 and 2015, served as Senior Lecturer in Law at ADA University.
From 2015 to 2017, served as Rector of Azerbaijan University. Subsequently, from 2017 to 2020, held the position of Deputy Director General of Baku International Sea Trade Port CJSC.
In 2021, was appointed Counsellor to the Minister of Digital Development and Transport. In 2022, by the Order of the President of the Republic of Azerbaijan, was appointed Deputy Minister of Digital Development and Transport.
From 2023 to February 2024, served as a Member, General Rapporteur, and Bureau Member of the United Nations Human Rights Committee.
By the Order of the President of the Republic of Azerbaijan dated 27 February 2024, was appointed Minister of Justice of the Republic of Azerbaijan.
By the Order of the President of the Republic of Azerbaijan dated 22 November 2024, was conferred the higher special rank of State Counsellor of Justice of the 3rd Grade.
He currently serves as an Associate Professor at ADA University.
He is the author of several monographs and scientific articles in the field of international law, published in prestigious academic journals.
Fluent in English and Russian.
