Education
Graduated from the Faculty of International Law of Baku State University, obtaining a Bachelor's degree with distinction in 2000 and a Master's degree with distinction in 2002.
In 2004, graduated with distinction from the University of Essex (United Kingdom), obtaining a second Master's degree in International Human Rights Law under the prestigious British Chevening Scholarship.
In 2009, successfully defended a doctoral dissertation at the Academy of Public Administration under the President of the Republic of Azerbaijan and, by decision of the Supreme  Attestation Commission, was awarded the degree of Doctor of Philosophy (Ph.D.) in Law.
In the same year, was awarded the Weidenfeld Scholarship to pursue doctoral studies at the University of Oxford (United Kingdom), where he earned a D.Phil. in Law in 2017.

Professional Experience
Began his legal career in 2000.
From 2004 to 2006, served in various positions within the Office of the Constitutional Court of the Republic of Azerbaijan, followed by service in the Office of the Milli Majlis from 2006 to 2007.
From 2009 to 2011, engaged in pedagogical activity in the field of law at the University of Oxford.
Between 2011 and 2015, served as Senior Lecturer in Law at ADA University.
From 2015 to 2017, served as Rector of Azerbaijan University. Subsequently, from 2017 to 2020, held the position of Deputy Director General of Baku International Sea Trade Port CJSC.
In 2021, was appointed Counsellor to the Minister of Digital Development and Transport. In 2022, by the Order of the President of the Republic of Azerbaijan, was appointed Deputy Minister of Digital Development and Transport.
From 2023 to February 2024, served as a Member, General Rapporteur, and Bureau Member of the United Nations Human Rights Committee.
By the Order of the President of the Republic of Azerbaijan dated 27 February 2024, was appointed Minister of Justice of the Republic of Azerbaijan.
By the Order of the President of the Republic of Azerbaijan dated 22 November 2024, was conferred the higher special rank of State Counsellor of Justice of the 3rd Grade.
He currently serves as an Associate Professor at ADA University.
He is the author of several monographs and scientific articles in the field of international law, published in prestigious academic journals.

Farid Ahmadov is married with four children.

In 1997, graduated from the Faculty of Political Science of Baku Institute of Social Management and Political Science, obtaining a Bachelor’s degree. In 1999, graduated from the same faculty, obtaining a Master’s degree with distinction.
In 2003, obtained a second higher education degree from the Faculty of Law of the Russian Academy of Law of the Ministry of Justice of the Russian Federation.
Participated in professional development and trainer training programs designed for civil servants and judges in Geneva (Graduate Institute of International and Development Studies), Ankara (Turkish Academy of Justice), Paris (École Nationale de la Magistrature), and Berlin (GTZ/GIZ).    

Professional Experience:
In 2000, began his professional career at the Constitutional Court of the Republic of Azerbaijan.
From 2000 to 2010, held various positions in the Department for International Legal Affairs, including Assistant to the Head of the Office and Deputy Head of the Department for Citizens’ Reception and Complaints.
2010 - was appointed Judge of the Binagadi District Court of Baku city by the Order of the President of the Republic of Azerbaijan.
From 2013 to 2020, served as Judge of Baku Court of Appeal, and from 2020 to June 4, 2024, served as Judge of the Supreme Court.
2023 - was elected a member of the Board of the Azerbaijan Union of Judges.
Since 2013, has served as a trainer at the Academy of Justice of the Ministry of Justice of the Republic of Azerbaijan, providing training for the judge candidates and judges . Since 2016, at the same institution, has served as a trainer for judges within the framework of the Council of Europe programme on the case law of the European Convention for the Protection of Human Rights and Fundamental Freedoms and the European Court of Human Rights.
Since 2020, has been teaching “Civil Procedure” at the Faculty of Law of ADA University.
Author, editor, and member of the editorial board of various scientific and practical legal publications.
By the Order of the President of the Republic of Azerbaijan dated June 4, 2024, was appointed Deputy Minister of Justice.
Member of the Judicial-Legal Council of the Republic of Azerbaijan.
For effective service in the judiciary, was awarded the “Progress” Medal of the Republic of Azerbaijan, the Jubilee Medal “100th Anniversary of the Supreme Court of Azerbaijan (1923–2023),” and the honorary badge of the Judicial-Legal Council.
By the Order of the President of the Republic of Azerbaijan dated November 26, 2025, was conferred the higher special rank of State Counsellor of Justice of the 3rd Grade.

From 2015 to 2017, served as Senior Assistant to the Prosecutor General of the Republic of Azerbaijan. From 2017 to 2020, served as Prosecutor of the Gusar District.
From June 29, 2020 to September 7, 2024, served as Director of the Scientific and Educational Center of the Prosecutor General’s Office.
By the Order of the Head of State dated September 30, 2021 was conferred the higher special rank of State Counsellor of Justice of the 3rd Grade.
By the Order of the President of the Republic of Azerbaijan dated September 7, 2024 was appointed Deputy Minister of Justice.
By the Order of the President of the Republic of Azerbaijan dated December 30, 2020 was awarded the Medal “For Distinction in Civil Service,” as well as the respective medals of the Prosecutor General’s Office, the State Customs Committee, and the State Border Service.

Professional Experience
From 2010 to 2013, served at the Enforcement Service of the Ministry of Justice of the Republic of Azerbaijan. Between 2013 and 2016, held various positions in the Department General for Legislation.
From 2016 to 2017, served as Director of the Legal Division of Azerbaijan Railways CJSC.

Toghrul Huseynov is married with two children.

Professional Experience:
Began his career as an Assistant to the Prosecutor at Ganja City Prosecutor’s Office. In 1993, served as Director of the Division for Control over the Implementation of Laws in Internal Affairs Bodies of Baku City Prosecutor’s Office, Senior Advisor in the State and Legal Division of the Executive Office of the President of the Republic of Azerbaijan, and Senior Referent in the Department for Work with Law Enforcement Agenices of the Executive Office of the President of the Republic of Azerbaijan.
Since October 2000, has served as Deputy Prosecutor General of the Republic of Azerbaijan. From April 2006 to November 2019,  served as Director of the Department for State Control of the Administration of the President of the Republic of Azerbaijan.
Since December 25, 2019 has served as Deputy Minister of Justice of the Republic of Azerbaijan. He holds the higher special rank of State Counsellor of Justice of the 2nd Grade.
By the Decree of the Head of State dated February 3, 2016 was appointed Chairman of the Board of Appeal under the President of the Republic of Azerbaijan.

August 2001-served as Director of the Division for Security, Regime and Control of Pre-trial Detention Facility No. 3 of the Department General for the Execution of Court Decisions. From November 2006, served as Deputy Director for Correctional Work of Pre-trial Detention Facility No. 3 of the Penitentiary Service, and from February 2008, served as Deputy Director for Operational and Regime Work of the same facility.
From February 2009, served as Director of the Penitentiary Establishment No. 15 of the Penitentiary Service. From August 2011 to February 2016, served as Director of the Penitentiary Establishment No. 10. From February 2016 to July 2023, served as Director of the Operational and Regime Department  of the Penitentiary Service.
