Farid Turab Ahmadov Minister of Justice of the Republic of Azerbaijan

Date of birth:

Born in 1979 in Baku.

 

Education:

In 2000, he graduated with honors from the Faculty of International Law of Baku State University, with a bachelor's degree, and in 2002, with a master's degree.

In 2004, he graduated with honors from the University of Essex, Great Britain, with a second master's degree in international human rights with a British Chevening scholarship.

In 2009, he successfully defended his dissertation at the Academy of Public Administration under the President of the Republic of Azerbaijan and was awarded the degree of Doctor of Philosophy in Law by the decision of the Higher Attestation Commission.

In 2009, he entered the University of Oxford, England, with a Weidenfeld scholarship, and in 2017, he was awarded the degree of Doctor of Philosophy in Law.

 

Career:

Began practicing law in 2000, worked in various positions in the Office of the Constitutional Court in 2004-2006, and in the Office of the Milli Majlis in 2006-2007.

In 2009-2011, he was engaged in pedagogical activities in the field of law at Oxford University.

In 2011-2015, he worked as a senior lecturer in law at ADA University.

In 2015-2017, he worked as the rector of Azerbaijan University, and in 2017-2020, he worked as the deputy general director of “Baku International Sea Trade Port” CJSC.

In 2021, he was appointed as the advisor to the Minister of Digital Development and Transport, and in 2022, by the Decree of the President of the Republic of Azerbaijan, he was appointed as the deputy minister of digital development and transport.

From 2023 to February 2024, he served as a member, general rapporteur and bureau member of the UN Human Rights Committee.

By the Decree of the President of the Republic of Azerbaijan dated February 27, 2024, he was appointed Minister of Justice of the Republic of Azerbaijan.

By the Decree of the President of the Republic of Azerbaijan dated November 22, 2024, he was awarded the special rank of State Counselor of Justice of the III degree.

He is currently an associate professor at ADA University.

He is the author of a monograph published in prestigious scientific publications in the field of international law, as well as a number of scientific and journalistic articles.

Abiddin Gabil Huseynov Deputy Minister of Justice

Date of birth:

Born in 1977 in Neftchala district.

 

Education:

In 1997, he graduated from the Faculty of Political Science of the Baku Institute of Social Management and Political Science with a bachelor's degree, and in 1999, he graduated from the same faculty with a master's degree with honors.

In 2003, he graduated from the Faculty of Law of the Russian Law Academy of the Ministry of Justice of the Russian Federation as a second higher education.

He participated in advanced training and training programs for civil servants and judges in Geneva (Graduate Institute of International and Development Studies), Ankara (Turkish Academy of Justice), Paris (Ecole Nationale de la Magistrature) and Berlin (GTZ/GİZ).

 

Career:

In 2000, he began his work at the Constitutional Court of the Republic of Azerbaijan.

During 2000-2010, he worked in various positions in the Department of International Legal Affairs, as Assistant to the Head of the Office, Deputy Head of the Department of Citizen Reception and Complaints.

In 2010, he was appointed a judge of the Binagadi District Court of Baku by the Decree of the President of the Republic of Azerbaijan.

In 2013-2020, he served as a judge of the Baku Court of Appeal, and from 2020 to June 4, 2024, he served as a judge of the Supreme Court.

In 2023, he was elected a member of the Board of the Union of Judges of Azerbaijan.

Since 2013, he has worked as a trainer for training candidates and judges at the Justice Academy of the Ministry of Justice of the Republic of Azerbaijan, and since 2016, he has worked as a trainer for teaching judges the case law of the European Convention for the Protection of Human Rights and Fundamental Freedoms and the European Court of Human Rights within the framework of the Council of Europe program.

Since 2020, he has been teaching the subject “Civil Process” at the Faculty of Law of ADA University.

He is the author, editor and member of the editorial board of various scientific and practical publications in the field of law.

By the Decree of the President of the Republic of Azerbaijan dated June 4, 2024, he was appointed Deputy Minister of Justice.

He is a member of the Judicial and Legal Council of the Republic of Azerbaijan.

For his effective work in the judicial bodies, he was awarded the “Progress” medal of the Republic of Azerbaijan, the “100th Anniversary of the Supreme Court of Azerbaijan (1923-2023)” jubilee medal, and the honorary badge of the Judicial and Legal Council.

By the Decree of the President of the Republic of Azerbaijan dated November 26, 2025, he was awarded the higher special rank of State Counselor of Justice of the III degree.

Mubariz Huseyn Ahmadov Deputy Minister of Justice

Date of birth:

Born in 1980 in Baku.

 

Education:

He graduated with honors from Baku State University in 1996-2002 with a bachelor's and master's degree in law.

 

Career:

In 2002-2005, he worked as an investigator in the Sumgayit and Gazakh military prosecutor's offices.

In 2005-2011, he worked as a prosecutor and senior prosecutor in the Main Department for Combating Corruption under the Prosecutor General, in the Legal Support Department, and in the Department for the Defense of Public Prosecutions. In 2011-2015, he served as Deputy Head of the Appeals Department of the Prosecutor General's Office of the Republic of Azerbaijan - Head of the Citizens' Reception Department, in 2015-2017, he served as Senior Assistant to the Prosecutor General of the Republic of Azerbaijan, and in 2017-2020, he served as the Prosecutor of the Gusar District.

From June 29, 2020 to September 7, 2024, he served as Head of the Scientific and Educational Center of the Prosecutor General's Office. By the Decree of the Head of the Country dated September 30, 2021, he was awarded the higher special rank of State Justice Advisor of the III degree.

By the Decree of the President of the Republic of Azerbaijan dated September 7, 2024, he was appointed Deputy Minister of Justice.

By the Decree of the President of the Republic of Azerbaijan dated December 30, 2020, he was awarded the "Medal for Distinction in Civil Service", as well as the corresponding medals of the Prosecutor General's Office, the State Customs Committee, and the State Border Service. He is a member of the International Association of Prosecutors.

Toghrul Aydin Huseynov Deputy Minister of Justice

Date of Birth:

Born in 1986 in Baku.

 

Education:

Graduated with honors from Baku State University with a bachelor's degree in Law in 2007, and a master's degree in 2010.

In 2022, he received a master's degree in Public Administration from the University of Missouri, United States of America.

In 2024, he received a master's degree in Public and Municipal Administration from the Academy of Public Administration under the President of the Republic of Azerbaijan. He also specialized in sustainable business strategies at Harvard Business School.

 

Career:

In 2010-2013, he worked in the Executive Service of the Ministry of Justice, and in 2013-2016, he held various positions in the Main Legislative Department.

In 2016-2017, he worked as the head of the department in the Legal Department of “Azerbaijan Railways” CJSC, and from August 2017 to April 2024, he worked as a senior advisor in the Department of Legislative and Legal Expertise Issues, the Department of Legislative and Legal Policy of the Presidential Administration of the Republic of Azerbaijan, and the Secretariat of the First Vice-President of the Presidential Administration of the Republic of Azerbaijan.

From April to September 2024, he worked as the head of the Strategic Planning and Monitoring Department of the Ministry of Justice.

By the Decree of the President of the Republic of Azerbaijan dated September 7, 2024, he was appointed Deputy Minister of Justice.

By the Decree of the President of the Republic of Azerbaijan dated November 26, 2025, he was granted the higher special rank of State Counselor of Justice of the III degree.

Eldar Gasim Nuriyev Deputy Minister of Justice

Date of birth:

Born in 1955 in Lankaran.

 

Education:

Graduated from the Law Faculty of Baku State University in 1978.

 

Career:

Began his career as an assistant prosecutor in the Ganja City Prosecutor's Office, and in 1993 was sent to the Baku City Prosecutor's Office for a managerial position, where he worked as the head of the Department for Control over the Implementation of Laws in the Internal Affairs Bodies, a senior advisor in the State and Legal Department of the Executive Office of the President of the Republic of Azerbaijan, and a senior referent in the Department for Work with Law Enforcement Bodies of the Executive Office of the President of the Republic of Azerbaijan.

Since October 2000, he has been appointed Deputy Prosecutor General of the Republic of Azerbaijan. From April 2006 to November 2019, he worked as the Head of the State Control Department of the Administration of the President of the Republic of Azerbaijan.

Since December 25, 2019, he has been appointed Deputy Minister of Justice of the Republic of Azerbaijan. He holds the high special rank of State Counselor of Justice of the II degree.

By the Decree of the Head of State dated February 3, 2016, he was appointed Chairman of the Appeals Council under the President of the Republic of Azerbaijan.

He has been awarded the Order of "For Service to the Fatherland" of the 2nd degree, commemorative medals of the Azerbaijan Democratic Republic, the Ministries of National Security and Foreign Affairs, the Ministry of Justice of Azerbaijan, the Police of Azerbaijan, the 100th anniversary of the Prosecutor's Office of the Republic of Azerbaijan, "Honorary Employee of the Prosecutor's Office", other badges and honorary decrees.

Mirsaleh Miradil Seyidov Deputy Minister of Justice - Head of the Penitentiary Service

Date of birth:

Born in 1977 in Sumgayit.

 

Education:

Graduated with honors from the Faculty of Law of Baku State University in 1998 with a bachelor's degree, and in 2002 with a master's degree.

 

Career:

Since 1999, he has been working as an inspector for supervisors in the Department of Organization of Regime and Supervision Service of the Operational-Regime Department of the Main Department for the Execution of Court Decisions of the Ministry of Justice, and since February he has been appointed as an inspector of the Regime and Supervision Department of the same Department.

In August 2001, he served as the Head of the Regime Protection and Control Department of the 3rd Pre-trial Detention Facility of the Main Department for the Execution of Court Decisions, from November 2006, he served as the Deputy Head for Educational Affairs of the 3rd Pre-trial Detention Facility of the Penitentiary Service, and from February 2008, he served as the Deputy Head for Operational and Regime Affairs of the 3rd Pre-trial Detention Facility.

From February 2009, he served as the Head of the 15th Pre-trial Detention Facility of the Penitentiary Service, and from August 2011 to February 2016, he served as the Head of the 10th Pre-trial Detention Facility. From February 2016 to July 2023, he served as the Head of the Operational and Regime Department of the Penitentiary Service.

On July 10, 2023, by the Order signed by the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, he was appointed Deputy Minister of Justice - Head of the Penitentiary Service.

On November 21, 2023, by the Order signed by the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, he was awarded the special rank of Major General of Justice.

In 2018, by Order No. 63 of the President of the Republic of Azerbaijan, he was awarded the Medal "For Distinction in Civil Service" and the Jubilee Medal of the Republic of Azerbaijan "100th Anniversary of Justice of Azerbaijan (1918−2018)".

In 2023, he was awarded the "30th Anniversary of the Body Ensuring the Security of the President of the Republic of Azerbaijan (1993-2023)" Jubilee Medal of the Republic of Azerbaijan, the "30th Anniversary of the Bodies Ensuring the Security of Strategic Facilities of the Republic of Azerbaijan (1993-2023)" Jubilee Medal of the Republic of Azerbaijan, and the "30th Anniversary of the Bodies of Special Communications and Information Security of the Republic of Azerbaijan (1993-2023)" Jubilee Medal of the Republic of Azerbaijan.

In 2024, by Order No. 4289 of the President of the Republic of Azerbaijan, he was awarded the "100th Anniversary of Heydar Aliyev (1923-2023)" Jubilee Medal of the Republic of Azerbaijan.
