Progressive judicial and legal reforms are being implemented in the society under the leadership of the President Ilham Aliyev to formalize a high-prestige justice system, to ensure reliable judicial protection of human rights, and to simplify accessibility by increasing appeals.
The reforms in this field passed to the new stage last year in accordance with modern challenges and systematic measures have been taken last year on execution of the Presidential Decree on 03.04.2019 “On deepening of reforms in the judicial-legal system”, which is an important “road map” for development of justice and judicial system. The Decree completes its first year in April of the current year.
In this regard, Ministry of Justice and Press Council declares joint journalistic investigation competition on the theme of “Judicial-legal reforms: modern challenges and innovative practices” for the purpose of full, objective and large enlightenment and propagation of judicial-legal reforms, works made on execution of the Decree on April 3, gained achievements and applied innovations in mass media.
The competition, which runs from March 1 to 30, will be held among media representatives (newspapers, magazines, news agencies, internet resources, TV and radio).
Guiding themes of the competition
· The social significance of the outcomes of judicial and legal reforms carried out pursuant to a comprehensive development strategy of the country;
· Provision of human rights and freedoms, principles of legality, justice and transparency in the activities of courts;
· Measures taken to facilitate citizens' appeals to the courts and access to justice;
· The activity of the Judicial-Legal Council as an independent judicial self-governing body;
· Application of innovations in the judicial system, world practice, achievements and future perspectives.
Awards
Authors of articles and other materials submitted to the competition on the above mentioned areas will be awarded in the following form:
I place – 1 person - 1.000 manats
II place – 2 persons - 600 manats
III place – 2 persons - 400 manats
It is also expected to give other incentive prizes.
Conditions for participation in the competition
The followings are accepted for competition:
· Articles to be published in newspapers, magazines and news agencies, news sites, as well as video materials broadcasted on TV channels, audio materials broadcasted on radio.
· The article should not be less than 8 thousand computer symbols and not more than 10 thousand symbols (in 1 newspaper list in A3 format);
· There is not volume limitation for TV and radio materials;
· The article, TV and radio materials submitted to the competition should hold a record "For presenting to the journalistic investigation competition among media representatives on "Judicial-legal reforms: modern challenges and innovative practices” held jointly by the Ministry of Justice and the Azerbaijan Press Council”.
The followings will be preferred in the materials submitted to the competition:
· The level of full coverage of the material according to the guiding themes;
· Analytical quality and proper use of the facts;
· Original investigation, reference to several sources, and recording of sources on submitting facts;
· Language and stylistic characteristics of the article, richness of expression means;
· The degree of awareness for the reader;
· Making of meaningful comparison with best world practice.
Note: Participators of the competition must work in a specific mass media for at least one year without interruption, and the material to be submitted should be published in the media where the author works.
Submission of materials
Materials for the contest should be submitted to the Azerbaijan Press Council from 11am to 5pm on weekdays from March 1 to 30 (Address: Baku, Mammad Araz, 4 (formerly Teymur Aliyev, 38) in the following form:
· Press Office where the article is published (newspaper or magazine) - 1 copy;
· Article in electronic format (Times New Roman (12) - CD disc) - 1 copy and in printed variant (A4 format) - 3 copies;
· If the article was published in an online media resource, a copy (A4 format with a link) - 3 copies;
· Material for Television broadcasting of the story (on DVD) - 1 copy;
· Material for radio broadcasting of the story (on DVD) - 1 copy.
The followings should be attached to the materials:
· Copy of the document confirming the person's employment in the specific media;;
· Copy of the ID card;
· Copy of TIN and bank requisites;
· Contact means (home, work and mobile phones).
