On September 30, there was held a meeting on “Transparent and Effective Justice - Innovative Examples” by joint organization of the Ministry of Justice and the Center for Analysis of Economic Reforms and Communications.

AZERTAC informs that, representatives of the ministry and the center, members of the working group on the "E-court" information system, representatives of the Commission on Business Environment and International Ratings, numerous business entities operating in the country, public unions and business associations, leading law / consulting companies, civil society and the heads of Mass Media attended the meeting.

Executive Director of the Center for Analysis of Economic Reforms and Communications - Vusal Gasimli said that, the World Bank's Doing Business report will be announced in October. Prior to the report, the block materials highlighted the adoption of reforms in Azerbaijan in four areas, including the resolution of disputes. At present, Azerbaijan is ranked 25th out of 195 countries in the Doing Business report. On the other hand, our country is currently ranked 44th in the Doing Business on dispute resolution category. The World Bank's block material indicates that Azerbaijan will move ahead of the 44th place on solution of disputes.

V. Gasimli stressed that, according to the World Bank's authoritative Doing Business 2020 report, our country is among the top 20 most reformed countries. Azerbaijan's being in TOP 20 list of reformer countries in Doing Business report this year is a great achievement: “Because none of the leading countries in Doing Business were included in the TOP 20 reformers list. As we get closer to the finish, it becomes more difficult to become a TOP reformer, with reform opportunities running out. That is, we are close to 79 percent on Doing Business. This year's reforms will bring us closer to the 80% to the standards in Doing Business”.

The chief of the Department of Human Rights and Public Relations of the Ministry of Justice Aynur Sabitova noted that, the aim of the meeting is inform about the reforms and innovations in the judicial-legal system for the purpose of increase of the efficiency of business environment in Azerbaijan and improvement of the status of our country in international ratings, including preferences of the “Electron court” information system in simplification of accessibility to justice.

It was noted that under the leadership of President Ilham Aliyev today Azerbaijan is making significant progress in all areas of public life. Large-scale reforms carried out in the country are a real success, and the measures being implemented also cover the judicial system. Reforms in this area have reached a new level by the Decree of the Head of State "On deepening of the reforms in the

judicial-legal system". Legislative, institutional and practical measures have been taken to implement this important document and to strengthen judicial protection of entrepreneurs' rights. To this end, new specialized commercial courts have been established.

The chief of the Department of Information and Communication Technologies of the Ministry Aghakarim Samadzada, Head of the Working Group on the “Electron court” information system, President of the Commission for Efficiency of Justice of the Council of Europe (CEPEJ), Judge Ramin Gurbanov made speeches with representations on simplification of accessibility to legal services as a result of automation of judicial activity, electron access to the courts by the citizens and entrepreneurs, including personal cabinet and electron appeals.

It was noted that the successful, systematic and consistent work of the Ministry of Justice jointly with the World Bank and other international organizations has already yielded results. There is a growing confidence in the effectiveness of justice and the courts in Azerbaijan.

During the meeting, useful discussions were held with the participants. In the speeches it was noted that the innovations to facilitate access to justice serve to protect the rights of citizens, including entrepreneurs, and there were made proposals.
