Comprehensive development of modern Azerbaijani youth, formation of state youth policy is connected with the name of the national leader Heydar Aliyev. The National Leader, who constantly cared for the youth, has taken important legislative and institutional measures in this area, established the Ministry of Youth and Sports, held the First Forum of Azerbaijani Youth on February 2, 1996, and the Youth Day was established by the Order of the National Leader. In order to attract the attention of state bodies to the solution of youth problems, a decree and a special law on “The state youth policy” was adopted.
The purposeful works carried out with the youth are being implemented under the leadership of the esteemed President Mr. Ilham Aliyev, the year 2007 was declared the Year of Youth in Azerbaijan, the relevant legal framework was improved, the state programs and the "Strategy of Azerbaijani Youth Development for 2015-2025" were approved.
Today in our country a new patriotic generation with healthy ideas, faithful to morally pure and patriotic ideas is formed, the role of young people in the society, their role in governance is increased, they are entrusted important leading positions, and extensive opportunities are created for participation in elected bodies.
In recent years, a voluntary movement that unites people who have transformed our youth into a unified vision, a successful format of community and state co-operation, has a wide scope. A Law “About Voluntary activity” was adopted by the initiative of the head of state, groups of volunteers, which unite tens of thousands of young people were formed in different organizations, including law-enforcement bodies and “ASAN Volunteers” network.
In order to stimulate the personal development of young people, to increase their sense of social responsibility, to effectively use the potential of youth for the welfare of the people and sustainable development of our country, a year 2020 was declared a Year of Volunteers in Azerbaijan by the Order of the President Ilham Aliyev on December 30, 2019.
On the occasion of the "Year of volunteers" and February 2 - the Day of Azerbaijani Youth, the Ministry of Justice held a meeting with more than 100 young employees, volunteers and students of the law faculty of Baku State University.
The event was attended by the Vice-Ministers of Justice, Youth and Sports, heads of BSU Law Faculty and heads of a number of non-governmental organizations.
Young justice workers and volunteers first visited the grave of the national leader at the Alley of Honor, laid a wreath on it, and paid respect to the memory of the Great Leader.
Before the meeting a video clip on the state youth policy in the field of justice was shown.
Vice-Minister of Justice Toghrul Musayev congratulated the youth on the upcoming holiday on behalf of the Minister Fikrat Mammadov, spoke about the state youth policy of the National Leader and the ongoing works on youth made by the respected President, noted that the announcement of this year as the "Year of Volunteer" is another manifestation of the President's support and confidence in the youth of Azerbaijan. During the panel discussion held recently at the Davos Economic Forum, he brought to the attention of the participants the most important ideas of youth and volunteerism in Azerbaijan. He highlighted the important activities of the First Vice-President of Azerbaijan, Mrs. Mehriban Aliyeva, in support of talented young people, revealing their innovative potential and skills.
Speaking about the effective organization of work with young people, including volunteers in the justice authorities, the Vice- Minister stated that, the employment of young people has always been in the focus, last year about 3000 young people were appointed to the service under the transparent competitions, and at present the half of justice employees and about 70 percent of personnel corps constitute new generation of justice employees.
It is noted with satisfaction that today more than 200 young justice officers with high theoretical knowledge and professional training are promoted to senior positions in all three branches of government.
The Ministry also emphasized the importance of students' internship, with over 1,700 students studying in the judiciary and courts over the past 5 years. Currently 420 students of the law faculty of Baku State University, as well as SABAH groups are expected to undergo practical training in February-May.
At the same time, in order to meet the youth with the justice activity and to stimulate for employment, to make conditions for provision of employment and to formalize personnel reserves in justice bodies, there was noted that voluntarism institution was widely propagated, in this regard the Ministry’s Board adopted a special decision “About additional measures on propagation of volunteers institute in the justice authorities” in 2016 and made effective relations with higher educational institutions and student-youth organizations, as well as with the State Agency for Service to Citizens and Social Innovations.
It was emphasized that in accordance with the tasks and challenges given by the head of state at a republican meeting held last February with the youth, the action plan was approved to attract more young people to volunteer activities in the
justice sector; a standard agreement regulating relations between the judiciary and volunteers, as well as application forms has been developed. A special section has been created on the Ministry's website, where necessary information has been placed and opportunities for applying directly to volunteers have been made available online. The relevant registry is maintained and necessary measures are being taken to promote this institution.
Expanding relationships with universities, regular meetings are held with students, and over the past year, about 1,400 volunteers were involved in justice bodies, including 45 ASAN School volunteers, have been involved in voluntary activity in the relevant courts, and some of them have been trained at the Academy of Justice.
Today, about 450 volunteers work in various agencies, including the apparatus of the ministry. They are also provided with appropriate uniforms and methodological supplies.
As a result of volunteer work, the Ministry of Justice has been awarded a certificate from ADA University for its valuable contribution to the future development of student talent. In the past year alone, up to 90 young volunteers have been recruited for various positions, including 31 who have been successful in open competitions have been recruited to permanent positions.
