The Decree of the President of the Republic of Azerbaijan dated September 23, 2026, “On pardoning a number of convicted persons”, has been fully implemented in various-regime penitentiary institutions under the Penitentiary Service of the Ministry of Justice, as well as by the Probation Service of the Ministry of Justice responsible for the enforcement of alternative sentences, with the participation of representatives of the Ministry of Justice, the Office of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, and media representatives.
The pardon decree applies to 20 persons. Nineteen persons sentenced to imprisonment, including five foreign nationals, and one person sentenced to restriction of liberty have been released from serving the remainder of their sentences.
