The 9th plenary session of the Council of Europe's Penal Cooperation Council was held in Strasbourg on November 5-7.
The event was attended by representatives of the member states of the Council of Europe, the Parliamentary Assembly of the Council of Europe, the Commissioner for Human Rights, the European Commission on Crime Problems and other partner organizations, as well as by Elmin Hasanov, the chief of the Monitoring sector of the Probation Service of the Ministry of Justice of Azerbaijan.
The event discussed the report of the last meeting of the Cooperation Council, proposals for changes to European prison rules, and the results of a high-level meeting of prison and probation officers in May of this year.
There was also made an exchange of views on the role of electronic monitoring in compliance with the requirements of CE standard documents in relation to convicted persons under prison and probation control, in prevention of new criminal offenses and return of persons convicted on sexual legal violations to society and presentations on probation activity were held.
At the end, Penal Cooperation Council discussed the works done in 2019 and future plans for the next years.
There was given information about the reforms and innovations made in the field of justice in our country recent years in the meetings with the representatives of Austria, Belgium, Turkey and European Probation Confederation within the framework of the event and the exclusive importance of the Order on February 10, 2017 “On humanization of punishment policy” and the Decree on April 3, 2019 “On deepening of the reforms in the judicial-legal system” was noted at the event.
Activity of the Ministry’s Probation service, application of the electron control means in execution of alternative punishments for deprivation of liberty were met with interest and exchange of ideas was made on cooperation perspectives.
