The manual “Forensic expertise” written by the specialists having great experience in the field of forensic expertise is the first manual prepared in Azerbaijani according to the state educational standards. General (procedural, organizational, methodic) and special (class, type, kind) problems of forensic expertise were considered in the manual describing modern opportunities of appliance of special skills in the form of forensic expertise in execution of criminal, civil and administrative judgement. The conception and form of appliance of special skills, the conception, subject, objects of forensic expertise, expert problems and their types, a science of forensic expertise and its development patterns were explained in this manual, concrete types of expertise were analyzed and there were given practical recommendations and a list of questions to be solved by experts.
The development of forensic expertise theory stipulated for formalization of teaching discipline of forensic expertise. This discipline helps the students to know about the conception, significance, object and subject, types of forensic expertise, their specific characteristics on execution of civil, criminal and administrative cases, problems solved by the expert and their classification, organization of activity in this field, appliance of modern technologies in making expertise and about other problems.
The main purpose in teaching of this discipline is cognition by students of the conditions of appliance of special skills, characteristics of separate expertise types, mutual relations of forensic expertise with the legal fields in disclosure, investigation and prevention of crimes, as well as in making execution on civil, administrative and criminal cases.
Each young lawyer shall base on legislative standards during appointment and conduction of expertise, besides mastering the skills of associating with experts during drawing up of expert opinion, right formalization of questions on separate types of expertise, in the preparation and investigation stage of expertise, as well as during evaluation of expert opinion, and all these are considered absolutely in the process of teaching the discipline “Forensic expertise”.
The manual “Forensic expertise” written by the composite authors – the chief of the Forensic Expertise Center of the Ministry of Justice of the Republic of Azerbaijan j.s.d., prof. F.M. Javadov and deputy chief PhD in law. H.A. Musayev, Director of the department of “Criminalistics and forensic expertise” j.s.d., prof. K.N.Salimov and PhD in law., associate prof. I.S. Abbasova, j.s.d. M.H. Mustafayev, PhD in law., associate prof. B.M. Asgarov and PhD in law G.A. Rzayeva was prepared for bachelor and master programs by using main methodical principles of materials interpretation.
This time, foreign and local sources were addressed, comparative analyses were made on separate subjects, as well as references were made to expert opinions and other materials for the purpose of provision of clearness.
In publication it was tried to ground the importance of establishment of forensic expertology – independent scientific field as one of the directions of perspective development of the forensic expertise. As the book is the first manual published in Azerbaijani, it is doubtless that, there will be some defects and shortcomings. Composite authors express their gratitude beforehand to the readers, who will express their offers, wills and opinions for elimination of defects.
The book was dedicated to the unforgettable memory of our dear teacher – professor Mrs. Kamila Sarijalinskaya – the first woman criminalist-scientist in Transcaucasia, the founder of the first department of Criminalistics and forensic expertise in our republic, and whose name was eternally scraped to the memory of hundreds of lawyers.
The manual is considered for the students, persons working for doctor's degree, teachers of higher schools, as well as for employees of research, investigation, expertise and judicial authorities and generally for the scientific and legal society of the republic
