The 22nd of November - Business holiday of justice officials, founded by the Decree of the national leader Heydar Aliyev on November 11, 2000, is celebrated solemnly with a sense of double joy by the justice officials this year, as it coincides with the 100th anniversary of Azerbaijan Justice.
On the occasion of anniversary, there were organized range of events, as well as “open door” day, round table, public presentation and other events in the structural organizations of the ministry, open lessons, discussions at the universities and secondary schools, there were held mass sport competitions (football, volleyball, chess) and intellectual games, cycling, voluntary blood donation actions, justice veterans and orphanages were visited and there were made meetings with the youth newly appointed to the service. New modern building was opened for justice authorities and regional court of Zagatala region in this eve, new cars manufactured by Azerbaijan were presented to some structural organizations for service use, justice officials were given presents and rewards.
At the same time, the ministry prepared special book about the centennial history of Azerbaijan Justice, collection about justice symbols, collections, brochures, booklets and other enlightening means in different languages about the Ministry’s modern activity, as well as judicial-legal reforms, international legal relations, as well as video clips, films and stands consisting of special expositions dedicated to the anniversary. As a token of respect to the national leader Heydar Aliyev, who favoured the justice officials with this holiday, the leadership and collective of the Ministry and the judges remembered the memory of the national leader and laid a wreath on the grave in the Honourary alley. And fresh flowers were put on the grave of the famous ophthalmologist-scientist, academician Zarifa Aliyeva. Justice officials also visited the graves of the sons in the Alley of Martyrs, who died in the struggle for independence and territorial integrity of Azerbaijan. There was held an international conference in the theme of “Centennial development way of Azerbaijan Justice” in “Absheron Marriot” Hotel in Baku on the occasion of 100th anniversary of Azerbaijan Justice on the 22nd of November.
The minister of justice of Turkey Abdulhamit Gul, together with the respected delegation consisting of the lead persons of the ministry and deputies of the country, minister of justice of Belarus Oleg Slizhevski, First deputy minister of justice of Georgia Mikheil Sarjveladze, the president of the European Commission for the Efficiency of Justice (CEPEJ) Georg Stava visited our country for taking part in the anniversary event.
As well as, more than 110 representatives of the related organizations of the country, Minister of Justice, chairman of the Judicial-Legal Board Fikrat Mammadov, assistant of the President on military problems and issues with the law-enforcement bodies – director of the department Fuad Alasgarov, chairman of the Constitutional Court Farhad Abdullayev, chairman of the Supreme Court Ramiz Rzayev, Public prosecutor Zakir Garalov, minister of internal affairs Ramil Usubov, deputies, members of Judicial-Legal Board, judges, officials of the Bar, National Academy of Sciences, Baku State University, scientists, youth, representatives of civil community and media representatives also took part in the conference.
The minister F. Mammadov greeted the guests in the event and congratulated all justice officials and officials of judicial bodies on the occasion of 100th anniversary of the Azerbaijan Justice and stated that, the conference was dedicated to the formation, development of Azerbaijan justice and justice system in the legal country and following new challenges.
The minister stated that, the President Mr. Ilham Aliyev awarded a big group of justice officials and judges with orders and medals, honorary titles and special ranks and sent a letter of congratulation to the justice and court officials and all it shows his care towards the Azerbaijan Justice. And he stated that, justice officials will work with responsibility to justify this higher confidence.
The President’s assistant F. Alasgarov read the letter of congratulation addressed by the President Ilham Aliyev to the justice and court officials on the occasion of 100th anniversary of Azerbaijan justice. There was stressed in the address that, the role and significance of the Ministry of Justice in the community was raised under the leadership of the national leader Heydar Aliyev by talking about the centennial way of Azerbaijan justice, modern judicial system was established, important steps were made for provision of court’s independence, the measures are going on to be done for improvement of the activity of justice authorities and courts in Azerbaijan and it is expressed that justice and court officials will made a gift to the development of Azerbaijan justice.
The chairman of the Supreme Court R.Rzayev made speech in the opening and told about the history of establishment of Azerbaijan justice and court system and its way of development, attention and care rendered to the justice and court system by the national leader Heydar Aliyev during the period of his leadership. Then all lectures and speech were listened. The minister of justice, the chairman of the Judicial-Legal Board Fikrat Mammadov made speech with the lecture in the theme of “Azerbaijan justice 100: evolution and new challenges”.
The minister talking about the reach justice history of Azerbaijan nation, who has centuries-old statehood traditions, stated that, old states existed in the territory of Azerbaijan in the ancient times paid attention to the justice affair and the history of justice begins with the establishment of People’s Republic of Azerbaijan. He stated that, the Ministry of Justice, which was founded on the same day of establishment of the state on May 28, 1918, rendered historical services in the direction of restoration and improvement of the legal system, justice and judicial activity of the country, involvement of the persons who knew Azerbaijan language to the works, preparation of important law projects, establishment of penitentiary service in accordance with the democratic standards and principles.
The minister F.Mammadov, who called the problem period of justice history, when the justice bodies were liquidated twice and reestablished on the first years of Soviet government, emphasized that, constant and continuous development of Azerbaijan justices coincides with the period of leadership of our national leader Heydar Aliyev – 1970th years. He stated the exclusive services of the National Leader in the direction of establishment of democratic legal state structure and development of modern legal system. He noted that, the establishment of new three-stepped independent court power, improvement of justice authorities in compliance with the requirements of modern period is connected with the name of the national leader.
The minister of justice stated that, new stage in development of Azerbaijan justice began from 2003 under the leadership of the President Ilham Aliyev. He also informed about reforms made in justice and court system on the last period, gained achievements and applied innovations, large-scale measures on different directions of the ministry were presented to the attention of the participants through visual aids.
The member of the National Assembly, director of the Institute of History of Azerbaijan National Academy of Sciences, academician Yagub Mammadov made public presentation of the special book “Azerbaijan justice in continuous way of development” discussing about the history and modern activity of the justice and prepared on the occasion of anniversary by the Ministry of Justice.
It was informed during the visual presentation that, this book which is the valuable present for centennial history of Azerbaijan justice, gives detail information about justice history of our nation from the ancient times till present days. Separate presentation of People’s Republic period of Azerbaijan justice, large lightening of unexampled services of the national leader Heydar Aliyev in development of Azerbaijan justice during the period of soviet government and years of independence was stressed as estimable. It was also stated that, rich material about the justice and judicial-legal reforms made by the President Ilham Aliyev in modern stage is valuable for Azerbaijan readers and from the point of view of delivery of Azerbaijan realities to the world.
Academician Y. Mahmudov evaluated the publication of the book “Azerbaijan justice in continuous way of development” rich with illustration material as an important event from the point of view systemized investigation of justice history and stressed that, it was valuable present for justice and judicial-legal history and for the readers.
Then, the minister of justice of Turkey Abdulhamit Gul made speech in the theme of “Judicial system of Turkey in the stage of modern development” and stated that, Azerbaijan gained great successes in the field of justice and congratulate the Azerbaijan on this occasion. Abdulhamit Gul, who said: “Turkey and Azerbaijan is two friends, brother countries, one nation and two states. Solidarity between our countries is important for the purpose of provision of peace, stability and development in the Caucasus. Turkey and Azerbaijan is the two countries which took its power from joint history. We are firm in development of partnership and solidarity both bilaterally and in regional problems. Close relations and visits between the presidents of two countries are the indicator of good relations between our countries” – stated that, he is interested in development of the relations and made congratulations on the occasion of 100th anniversary of Azerbaijan Justice.
The minister of justice of Belarus Oleg Slizhevski making speech on the theme of “Development of the justice system of the Republic of Belarus: duties, achievement, tendencies” stated that, exchange of practice within the frame of implementation of Agreement signed about the cooperation among the ministries of justice last year is going on successfully, and by informing about the activity of Belarus justice system noted that, the activities between the justice authorities of two countries are similar and they have the same aims.
The president of CEPEJ Georg Stava making speech on the theme of “Azerbaijan and CEPEJ: cooperation for development” stressed the effective relations with our country, great achievements in the judicial-legal system of Azerbaijan on the last years, appliance of ICT and electron court in the judicial system, and that Azerbaijan is on the first rows in the field of modernization of infrastructure. In the interview with the journalists he also emphasized that, the projects made in the judicial system in Azerbaijan may be presented as a sample to the other countries, and Austria has already used the Azerbaijan’s practice in this field.
The speech of the first deputy minister of justice of Georgia Mikheil Sarjveladze on the theme of “Reforms in the justice sector of Georgia – supremacy of powerful law and progress towards the democracy”, the speech of the member of National Assembly, chairman of the Committee of Legal Policy and State Structure Ali Huseynli on the theme of “The role of modern legislative base in the development of legal system”, the speech of the chairman of the Bar of the Republic of Azerbaijan Anar Baghirov on the theme of “The role of advocacy in realization of justice”, the speech of the dean of the faculty of Law of Baku State University Amir Aliyev on the theme of “Training of lawyers for justice and court system” and the speech of the president of the Azerbaijan National QHT Forum Rauf Zeyni on the theme of “Public participation in the activity of justice” was listened in the conference, there were made discussions, exchange of worthy ideas and practice. At the end, the justice officials addressed an apply to the President of the Republic of Azerbaijan Mr. Ilham Aliyev.
On the same day there was organized an event dedicated to the 100th anniversary of Azerbaijan justice. The event began with the sound of the National Anthem of the Republic of Azerbaijan, there was demonstrated special film discussing the centennial way of development of Azerbaijan justice prepared on the occasion of anniversary and there was organized cultural program.
