According to the reforms made in the justice system under the leadership of the President Ilham Aliyev, great importance is given to regular study of innovations in legislation and mastering of progressive experience by the notaries within the framework of improvement of notary service and to development of their international relations. Notary Chambers play great role in coordination of notarial activity in this field, in organization of trainings for increase of their professional ability, in propaganda of positive experience in notarial field, in realization of effective mutual activity with the notaries of other states, including international organizations. Notary Chambers, which are the independent self-governing bodies, function in a number of developed countries, as well as the notaries of more than 80 states cooperate successfully within the framework of the International Union of Notaries.
There was held the constituent meeting of the Azerbaijani Notary Chamber on July 8 in Baku.
AZERTAJ informs that, the leadership of the Ministry of Justice and relative officials, notaries acting within the country, civil society institute and Mass Media representatives participated in the event.
The chief of the Registration and Notary General Department of the Ministry of Justice Ilgar Mammadov stated that, Notary Chamber, which is new for our country, is the non-commercial legal entity established on the basis of the notaries membership for the purpose of development and improvement of notary service and acting on the basis of the self-government principle. The Chamber unites the private notaries in Azerbaijan.
Vice-minister of justice Toghrul Musayev speaking in the constituent meeting stressed that, today is a portentous event in the history of Azerbaijan notary, in the life of each notary and wholly for the legal society. We become a witness of an establishment of Azerbaijan Notary Chamber - a celebration of notarial institution, which has passed great development way and is going on to be improved constantly.
Establishment of Notary Chamber was in the agenda in our country, for this purpose a number of steps were made last period, international experience was learned, relative offers about potential Notary Chamber were made for our country, taking into consideration close cooperation with the International Union of Notaries for a long years, effective mutual activity with the notary chambers of
other countries, regular organization of joint educational trainings for the purpose of study of good experience.
Establishment of the Notary Chamber in Azerbaijan was defined by the fundamental amendments made to the Law “About Notary” in the eve of the 100th anniversary of Azerbaijan Justice in November of the last year by the legislative initiative of the head of state.
Toghrul Musayev emphasized provision of continuous economic development of our country under the leadership of the President Ilham Aliyev, reasonable improvement of life conditions of the population, enlargement of the civil circulation round, talked about the reforms made in the notarial field playing an important role in regulation of these relations. He noted that, the legislation was improved by learning progressive international experience in notarial field last year, new notarial corps was formalized on the basis of transparent procedures and private notary institution was largely applied. Formalization of notarial acts was reasonably simplified by use of “Electron notary” information system, uniting notary offices in single network.
At the same time, almost half of the documents submitted within the ASAN service, which is a modern model of public services, are documents that are documented by private notaries acting in those centers.
Holding of the "2019 United Nations Public Services Forum and Award Ceremony" in Baku last month, by highlighting Azerbaijan's achievements in the field of public services, including ASAN service experience in the world, and deep and comprehensive speech by the First Vice-president of Azerbaijan Mehriban Aliyeva at the opening of the Forum was especially mentioned.
It was also noted that, according to the new legislation, progressive innovations in the field of notary, including electronic justice kiosk, mobile notary bags and mobile notary portfolio, allowing citizens to carry out notarial actions anywhere, to provide mobile and remote services in non-postponed cases, were given to use. International interest in reforms and innovations in this field is increasing, and many countries benefit from the positive experience of Azerbaijan.
Vice-minister stating that, notary's duty is a very important profession, noted that every notary should execute his duty duly, always render worthy services to the citizens, to lay on superiority of law, always follow the standards of "ASAN" and comply with the notary's Code of Ethics.
T. Musayev touched the importance of Notary Chamber established for the first time in our country by learning international experience formalized in the field of strengthening of coordination among notaries, development of cooperation with
the International Union of Notaries and notaries’ trainings. He noted its importance in effective organization of chamber’s notarial activity and support to the Ministry of Justice, and expressed his assurance in its causing the development of notarial institution meeting the modern demands in our country and in gaining sympathy of publicity by establishing its activity on the principles of respect to human rights and liberty, legality, humanism and other democratic principles.
The chairman of the meeting elected by the open ballot, notary of Sumgayit Notary's Office No. 1 Abulfaz Bunyatov informed about the issues on the agenda and the agenda was approved.
Articles of Association of the Chamber was unanimously approved and so, Azerbaijan Notary Chamber was founded.
Later, elections to the governing bodies of the Chamber were held, the composition of the Board, the Supervisory Board and the Revision Commission were formed. A Notary of the central Notary office of Baku city ASAN Service center No. 2 Huseyn Mammadov was elected a Chairman of the Board of Azerbaijan Notary Chamber.
Chief of the Notary Department of the Ministry of Justice Mehman Soltanov spoke about the importance of the establishment of a new organization - the Notary Chamber, which is an integral part of the legal system and having indispensable role for realization of the citizens' rights. He noted that the legislative and information technical base of notary activity has been improved and adapted to the requirements of the day. In such circumstances, increasing the quality of notary services is also one of the principal issues for notaries.
Civil society representatives Rauf Zeyni and Alimammad Nuriyev emphasized that the Notary Chamber would serve to increase the efficiency of the notary's activity in the country, to exchange good experiences in this field, and to allow them more active cooperation with the international organizations.
At the end, the winners of the highest-profile notary office competition were awarded.
The event ended with the national anthem of Azerbaijan.
