Judicial-legal reforms, which were founded by the national leader Heydar Aliyev, are realized under the leadership of the President Ilham Aliyev successfully and continuous and purposeful measures are taken with relate to improvement of the judicial system.
The legislative base regulating the judicial activity was renewed solidly by founding labour groups together with the European Council in this field, the independence of judicial power was strengthened, the most progressive and transparent way of election of judges in Europe was defined, self-government authorities of the judicial system are expanded year after year.
There were made close business relations with the European Council and its important legal institution European Commission for the Efficiency of Justice (CEPEJ) during the realized reforms and in 2014 CEPEJ’s Plenary meeting for the first time was held in Baku, not in Strasburg.
Positive practice of our country in election of judges was appreciated by CEPEJ as an example and recommended to other states, as well as Azerbaijan was stressed as a leader state in the field of development and modernization of judicial system and establishment of new uncial infrastructure. It is not occasionally that, our country was a winner of European Council’s contest “Crystal Balance of Justice” last year for its successes in the judicial system.
The judge of Baku city, Yasamal district Court Ramin Gurbanov represented our country as an expert of CEPEJ Committee on Evaluation of European Judicial Systems for the long time, member and vice-president of the Bureau of organization. Azerbaijan representative took an active part in evaluation of judicial systems in many European countries, was a leader of evaluation groups, propagated CEPEJ’s activity, especially our country’s positive practice in judicial-legal system in reliable international events and in the foreign countries on the basis of the appeals of the European Council.
There was held the election of the president and vice-president of the organization and two members of the Bureau in the next CEPEJ Plenary meeting held in Strasburg on the 4th of December.
Taking into consideration our progressive achievements in the field of judicial reforms, active participation of our country in the works of the Commission, effective representation and valuable gifts, the Azerbaijan representative Ramin Gurbanov was elected a president of CEPEJ as a result of elections.
High-level representation of the Republic of Azerbaijan in the person of the president of CEPEJ, which helps in realization of judicial-legal reforms of more than 50 states and giving useful gifts in increase of efficiency of justice activity, is
one of the visual appearances of the raising authority of our country in the international world.
