A regional conference on the topic of "Establishment of Effective, Accountable and Inclusive Institutions" has been held in Ankara, capital of Turkey, on public administration for European and Central Asian governments.
Vice-minister of Justice Azar Jafarov represented Azerbaijan at the conference attended by about 450 representatives of European Union countries, from Europe and Central Asia, including top government officials, international development partners, academic area, private sector and civil society representatives.
Management of state resources, rendering of public services, strengthening of cooperation with entrepreneurs and economic management, perspectives of e-government and other actual subjects were discussed at the conference held in the form of plenary sessions, panel discussions, presentations, round tables and sessions.
Vice President of the World Bank for Europe and Central Asia Siril Müller, vice-president of the Republic of Turkey Yılmaz Tuna and Vice-minister of Finance and Treasury Osman Dinchbash made opening speech at the event.
Speaking about the achievements of the European and Asian countries gained in the field of strengthening of administration in recent years, S. Müller highlighted the importance of judicial-legal reforms in Azerbaijan, noted the importance of appliance of automated consideration of cases of some category and appreciated it as estimable case, that allows the judges to spare more time for composite cases.
At the conference there were held presentations on three subjects related to our country, including the reform of justice and improvement of services provided in this field, monitoring and evaluation process, and enhancement of transparency in the oil field.
Large-scale works done on modernization of judicial-legal system under the leadership of the President Mr. Ilham Aliyev, increase of accessibility to the courts, establishment of new court infrastructure and electron court and progressive amendments made to the legislation in this field were demonstrated in the presentations and the information about the Decree of the President “On deepening of the reforms in the judicial-legal system” on April 3, 2019 and Law “About Mediation” was met with great interest.
After the presentations numerous questions of the participants were answered in detail. During the discussions, World Bank officials stated that they were watching the updates on the site while visiting Azerbaijan.
Head of the World Bank’s Regional Office for South Caucasus Sebastian Molineus, Vice-Minister of Justice of Turkey Selahaddin Mentesh, delegations from Georgia, Kazakhstan, Albania and Italy exchanged views and experience.
