Under the leadership of the President Mr. Ilham Aliyev, consistent measures are being taken to improve the activities of local self-government bodies - municipalities, as well as their powers are expanded and financial situation is improved.
Also, in order to ensure compliance with the law by municipalities, the Ministry of Justice carries out effective administrative control over their activities, provides the necessary measures to eliminate the identified violations, their causes and conditions, as well as renders methodological assistance.
Measures taken to improve the financial situation of municipalities (adjustment of rents to market prices, settlement of receivables and payables, adoption of mandatory acts on monetary claims, establishment of municipal enterprises, efficient use of municipal property, etc.) and methodological work in this area are yielding positive results. As a result of the methodological assistance, the amount of rent paid to municipalities (jurisdiction of Shirvan, Barda, Goychay regional justice departments) under 702 lease agreements increased 2.5 times, as well as payment of about 350,000 manat of land rent debt to local budgets (jurisdiction of Khachmaz regional justice department) was secured.
This year, propaganda work is being carried out to study the experience of pilot municipalities in order to increase local budget revenues, and numerous seminars and meetings are being organized.
In a video-format conference held by the Centre for Works with Municipalities of the Ministry of Justice for Baku municipalities on July 23 regarding the positive results of the works done, the Ministry of Justice explained the requirements of the legislation to municipalities in various areas, gave a number of recommendations and answered their questions.
It was noted that as a result of regular preventive work with Baku municipalities, increased attention was paid to the accurate registration of local tax and payers, the taxation of taxable objects, the adoption and enforcement of administrative acts on monetary claims. The positive experience of Nasimi and Binagadi municipalities in this field was noted.
In general, the number of registered land and property tax objects in municipalities in Baku increased by 22%, and revenues from these taxes increased by about 1.9 million manat this year. Also, about 170,000 manat was paid to local budgets by ensuring the implementation of administrative acts on monetary claims of municipalities.
Currently, works are underway to apply the positive experience of pilot municipalities in the municipalities across the country.
These measures implemented by the Ministry of Justice are aimed at helping municipalities to organize their activities legally and provide them with methodological assistance and serve for improvement of their financial situation, thus fulfilling their powers given to them by law, including more efficient and effective participation in resolving issues of local importance, and a result for strengthening the public confidence in local self-governing bodies.
