Consistent measures are being taken to improve the activities of local self-government bodies - municipalities - within the framework of comprehensive reforms in the country realized under the leadership of the President Mr. Ilham Aliyev. The Ministry of Justice carries out effective administrative control over their activities in order to comply with the law, provides assistance and methodological assistance in organizing the work of municipalities in accordance with modern challenges.
The measures taken in this field and the tasks ahead were discussed at the meeting held at the Ministry's Center for Work with Municipalities.
Speaking about the reforms in the field of local self-government, the head of the center Mr. Rahman Mammadov stressed the expansion of the powers of municipalities, the improvement of their financial situation, their broad participation in solving issues of local importance. He informed about the works done by the Ministry in the first half of this year in the field of administrative control over the activities of municipalities, methodological assistance provided to them.
It was noted that in 2021, administrative control was carried out on about 39,000 municipal acts, 1,283 acts were revoked or changed on the basis of the ministry's proposals, and 2,500 hectares of land were returned to municipal ownership.
Protocols on administrative violations were submitted to the courts against the officials of 45 municipalities who committed violations, and criminal materials were sent to the prosecutor's office for legal assessment, and criminal proceedings were instituted against 5 of them.
It was noted that more than 5,400 recommendations covering various issues were sent to municipalities, with special emphasis on the elimination of violations and shortcomings identified during the administrative control. Also, the implemented educational activities, as well as the electronic submission of municipal acts through the "portal for work with municipalities" served to prevent violations.
The meeting noted the positive results of methodological work to help organize the activities of municipalities, measures taken to improve their financial situation, including the adjustment of rents to market prices, the adoption of mandatory acts on monetary requirements, the establishment of municipal enterprises, the efficient use of municipal property.
At the same time, focusing on the legal education of municipal members and employees, this year about 1,500 municipal representatives were involved in about 130 educational events on increasing transparency, effective use of modern ICT,
ethical conduct, inadmissibility of corruption and other relevant topics. It was stated that 15 methodological aids were prepared and distributed to municipalities.
At the same time, it was noted that effective cooperation is continued in the field of local self-government with relevant agencies, national associations of municipalities and international organizations.
In addition to the works done at the meeting, the existing shortcomings and deficiencies were discussed, and measures were identified to assist municipalities in solving problems in the field of local self-government.
The head of the center stressed the requirements of the President to strengthen financial discipline, save public funds, prevent waste and unnecessary expenditures, as well as the implementation of a unified approach to administrative control, improving the portal of work with municipalities, caring for citizens' appeals and other specific instructions were given regarding the strict observance of the rules of ethical conduct.
