Our country is moving forward with confidence on the path of dynamic development under the leadership of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, large-scale reforms are being carried out in accordance with modern challenges, resolute struggle is carried out against corruption which is a serious social scourge, and the hardest measures are being taken for violations made by the local and central executive authorities.

According to the instructions given at the meeting of the Board chaired by the Minister of Justice Fikrat Mammadov, video conferences are held with the staff of subordinate bodies by meeting quarantine regime in accordance with the instructions of the President on strict compliance with the law, decent service to people, increase of transparency and inadmissibility of corruption.

In this regard, the Ministry of Justice also held a video conference with the participation of the leadership of the Center for Work with Municipalities, heads of regional justice departments and relevant officials.

The meeting highlighted the successful results of comprehensive reforms carried out under the leadership of the President Ilham Aliyev, the important role of the First Vice President of Azerbaijan Mehriban Aliyeva in the implementation of targeted measures aimed at the welfare of citizens. It was noted that, as a part of the fight against the global pandemic, our state has taken consistent measures to prevent the spread of COVID-19 infection.

The sides discussed the tasks arising from the President's instructions to take decisive measures against corruption and other unpleasant situations, including the prevention of negative developments in municipalities, as well as to ensure the rule of law, strengthen methodological assistance and administrative control.

Rahman Mammadov, head of the Center for Work with Municipalities, said that the ministry carried out administrative control over more than 80,000 municipal acts in 2019, about 2,800 acts were cancelled or changed on the basis of the ministry's proposals, and more than 7,000 hectares of illegally allocated lands were returned. It was noted that protocols on administrative violations against more than 130 mayors who committed violations were sent to the courts, and materials on 24 criminal facts were sent to the prosecutor's office. More than 9,200 recommendations covering various issues were sent to municipalities, focusing on eliminating or preventing recurrences of violations and shortcomings identified during administrative control.

It was noted at the meeting that the annual report submitted by the ministry on administrative control was heard at a meeting of the Milli Majlis, and the deputies' proposals on the activities of municipalities were brought to attention. There was stressed the importance of increase of the effectiveness of administrative control in this area, strengthening of methodological assistance to newly elected municipal members and employees, provision of transparency, accountability and openness, as well as transparent realization of local budget adoption and implementation in accordance with the law, use of funds allocated from the budget and local budgetary funds effectively and in accordance with legislation.

The meeting also discussed the issues on introduction of electronic document management in the activities of municipalities in the framework of the "National Action Plan for the Promotion of Open Government 2020-2022", assistance in increasing their access to the Internet and opening websites, accelerating the creation of a portal with municipalities, provision of the local budget accountability using Internet information resources and other issues were also discussed.
