The Ministry of Justice continues to take effective measures in cooperation with the relevant authorities of foreign states to ensure the arrest and extradition to Azerbaijan of persons accused of committing crimes who have been placed on international wanted lists.
On 28 October, the Ministry extradited to Azerbaijan another individual who had been placed on the international wanted list by the National Central Bureau of Interpol in the Republic of Azerbaijan and whose whereabouts had been established in the People’s Republic of China.
In particular, Rustam Huseyn oghlu Ibrahimov, a citizen of the Republic of Azerbaijan, was accused of intentionally causing grievous bodily harm (Article 126.1 of the Criminal Code of the Republic of Azerbaijan) by stabbing his wife during an argument at their shared residence in Baku in 2025. His whereabouts were established in the People’s Republic of China, where he was apprehended.
Following a request submitted under the Treaty between the Republic of Azerbaijan and the People’s Republic of China on Extradition, dated 17 March 2005, for which the Ministry is the competent authority, and subsequent negotiations, an agreement was reached on his extradition to Azerbaijan. This once again confirms Azerbaijan’s standing in the international community and the People’s Republic of China’s status as a reliable partner of our country.
Rustam Huseyn oghlu Ibrahimov was escorted to Azerbaijan from the People’s Republic of China by authorised officers of the Ministry’s Main Department for International Cooperation and Penitentiary Service. Pursuant to a court order for his arrest, he was placed in the relevant pre-trial detention facility.
The Ministry continues to take the necessary measures in this area.
