The Tashkent Legal Spring International Forum, organized by the Ministry of Justice of Uzbekistan in the format of a video conference on the review of law during the Fourth Industrial Revolution based on digital innovations, started on April 22.

Minister of Justice of Azerbaijan Mr. Fikrat Mammadov attended the worthy forum, which was held by participation of justice ministers, heads of judicial and other bodies, heads of financial institutions, judges, lawyers and scientists from many countries of Europe, Asia and the America, as well as high representatives of the UN, OSCE, World Bank, Venice Commission and other influential international organizations.

Speaking at the session of the Ministers of Justice named "Implementation of the legal policy of the state: current problems and future trends", the Minister of Justice of Azerbaijan noted the development of ICT in the country under the leadership of the President Mr. Ilham Aliyev, that the digital society is one of Azerbaijan's national priorities on social-economic development until 2030.

It was noted that strengthening of the rule of law and protection of human rights are at the heart of the state's legal policy, and in this regard, our country is developing dynamically, creating a perfect legal base.

At the same time, they noted the reforms praised in abroad on improvement of the judicial system under the leadership of the President, stated about creation of high-tech courts by modernization of the judicial infrastructure by participation of the World Bank. It has been emphasized that commercial disputes have been handled only electronically for several years.

It was noted that the e-Court, which covers the entire process from the moment of the right to appeal to the completion of the execution of court decisions, significantly expands access to justice, provides transparency and efficiency, the works done to expand e-court across the country, which is already applied in 2/3 of all courts, were touched upon.

In order to facilitate access to the court, the application "Mobile Court" was discussed, which allows you to immediately access information without connecting to a computer, participate in the process on a mobile basis, etc.

Speaking about the continuous application of the institutions of pardon and parole in our country as a manifestation of the President's humanist policy, the Minister noted the important steps taken to humanize the penal policy, decriminalization of many acts by making about 500 amendments to the criminal law. He noted the effective operation of the Probation Service, as well as the widespread use of electronic wristbands.

The forum participants were informed about the multifaceted electronic justice services provided to citizens, including the application of digital innovations for remote, easy and flexible notarial acts, as well as the recently expanded "Mobile Notary" software created by the ministry.

At the same time, it was noted that "ASAN service", which is an Azerbaijani brand and provides important services to the judiciary, was awarded the UN Prize for its effective work and contribution to the development of public services. It was noted that the participating countries have already benefited from the ASAN model.

The information about these and other innovations aroused great interest at the event and the questions of the participants were answered.

In his speech, the Minister of Justice reminded that he addressed appeals to his foreign counterparts, including those participating in the forum and many other countries, regarding Armenia's aggression against our country, war and crimes against humanity.

He emphasized that, during the Patriotic War, when our people won the Great Victory under the leadership of the President, Supreme Commander-in-Chief Mr. Ilham Aliyev, the aggressor violated the international humanitarian law by firing banned cassette and phosphorus bombs on population, resulting in death of about 100 people, including children and women.

It was reported that 16,000 bombs were dropped on the small town of Tartar. Foreign journalists visiting the liberated lands call the city of Agdam destroyed by Armenia the "Hiroshima" of the Caucasus.

F.Mammadov informed the participants of the event that Armenia illegally took weapons and sent them to the conflict zone under the guise of humanitarian aid and attracted foreign mercenaries.

Emphasizing that these territories were used for criminal, including illegal economic activities during the occupation, the ministry sent more than 50 inquiries to many foreign countries, including the countries represented at the forum, and demanded the necessary investigative actions.

The consequences of the Armenian vandalism witnessed by the international community - the complete destruction of our liberated lands, the destruction or looting of our material and cultural treasures, religious monuments were stated at the event.

It was noted with regret that Armenia's failure to provide mine maps in a biased manner after the war caused injuries and new casualties among civilians and peacekeepers, with more than 100 civilians injured and killed.

However, it was noted that Azerbaijan is ready to cooperate in the region in a new format, as well as huge creative works are carried out using the concept of

"smart city", "smart village" with the application of modern ICTs to restore our liberated lands.

On April 23, the forum, which will continue its work, will discuss the activities of legal institutions in a pandemic, the prospects for the development of arbitration, mediation and advocacy, digital opportunities for transparency of government agencies, the fight against corruption and many other topical issues.
