There was held the opening of new administrative building of Binagadi District Court on December 21.
The President of the Republic of Azerbaijan Ilham Aliyev participated in the opening.
The Minister of Justice Fikrat Mammadov informed the head of our country about the modern court buildings and complexes which are constructed and given into use within the frame of the project “Progressive justice services and modern judicial infrastructure” financed by the Azerbaijan Government together with the World Bank and realized by the Ministry of Justice.
The President Ilham Aliyev cut the ribbon which shows the symbolic opening of the building.
There were built 16 new modern court buildings in our country during the recent years, five of them are going on to be constructed. Up to now the President Ilham Aliyev participated in the opening of the court buildings of Sabunchu, Yasamal, Narimanov districts of the city, as well as of Shaki and Oghuz regions, and got acquainted with the circumstances established in Imishli region court.
The construction of new building of Binagadi District Court on the account of state budget was made with high quality and in accordance with the modern standards. According to the Convention about Disabled Persons’ Rights of the UNO, there were made all conditions in the building for independent activity of the disabled persons. Binagadi District Court approximately serves about 265 thousands of people. More than 80 employees, as well as 19 judges, 60 judicial workers will work in this court. Generally, there are 12 judicial meeting halls in the building. There was made necessary infrastructure for appliance of “electron court” and “electron execution” information systems within the frame of execution of the Order of the President of Azerbaijan about “establishment of “Electron court” information system” and the building was supplied with the modern ICT equipment. There were installed in the court halls the “Femida” system making audio-video records and serving for more precise and speedily recording of the processes and devices for holding videoconferences, presentations, for electron
document circulation and for judicial processes administration system. The accused persons are kept in the special glass room in accordance with the international standards. There are relative devices in the room for direct contacting with their advocates.
Binagadi District Court is also divided into administrative and public zones. The entry of both of the zones is separately. The administrative zone is for judges and judicial officials, and the public zone is for the citizens. There are rooms in the public zone for advocates, public prosecutors, executive officials and employees of the executive department of the Ministry of Justice. Non-professional relations between the judges and citizens are limited and they meet only in the meeting halls. It is a necessary factor in provision of transparency. There were installed here the information points, as well as modern electron information carriers, kiosks and boards for the purpose of simplification of citizens’ apply opportunities and provision of their awareness, and this gives opportunity to the citizens to get easily the information about judicial processes, their history, time, court halls, judges and other issues. As well as, there is a medical point and rooms for keeping archive materials and financial proofs, for receiving citizens, for meeting of accused persons with the advocates, for public prosecutors. It is possible to hold international and internal events in the conference hall. The judges and judicial officials have the opportunity to join the meetings and conferences of the Ministry of Justice, as well as the Plenum of the Supreme Court. There is also necessary infrastructure for holding training courses in the hall. The library here is rich with the literature about judicial-legal field and books describing Azerbaijan realities.
The President Ilham Aliyev, who was acquainted with the innovations applied in the field of justice and court, was informed about digital technologies applied in formalization of notarial acts, as well as about “Electron notary” information system uniting notary offices in united network. It was noted that, solid amendments to the Law “About Notary” passed by the initiative of the President and coming into force in the eve of the 100th anniversary of Azerbaijan Justice made wide opportunities for appliance of modern technologies and innovations.
Then there was demonstrated mobile notary bag, electron justice kiosk and mobile notary portfolio.
It was informed that, with relate to increase of need in mobile services and for the purpose of provision of population satisfaction, there was prepared special bag having direct exit to the “Electron notary” information system supplied with modern equipment. With these bags, the notaries may render any type of mobile
notarial services to the physical and legal persons without binding to any place. At the same time, there was established electron justice kiosk for rendering distance services according to the new law. So, the kiosks, which will be installed in the places where will be need for urgent justice services, that is in the boundary, airports and seaports, railway stations will make conditions for formalization of notarial acts via video-relation with the notaries and getting the documents in place. The persons who are limited in leaving the country may pay their debts by using this innovative device working 24 hours a day all days of the week and their limitation may be removed automatically. As a result of mobile notary portfolio, which is Azerbaijan production and which was not met in world practice, any person will get information about all notary offices and notaries near him, as well as notarial fees for formalization of notarial acts, required documents and the persons who should participate in the notarial act. Main characteristics of the function is that, the person may save all documents with relate to notarial act in single source – mobile phone, may use electron version any time, as well as may get information about invalidation of the document.
The head of the country was informed about the works made on the execution of the Order signed on February 10, 2017 about humanization of punishment policy and there was demonstrated electron control devices, as well as electron bangles applied in execution of alternative punishments. Currently, more than 460 prisoners are made electron control on the country. According to the Order, there are made measures for preventing formal execution of public works and with relate to effective organization of activity.
The innovations applied in the judicial system of Azerbaijan in recent years are estimated in international world. With relate to it, Azerbaijan was awarded to the reward “Crystal Balance of Justice” of the European Council last year. And this year there were held elections for the position of the president of European Commission for the Efficiency of Justice. The elections were held by confidential voting of the representatives of 47 countries which are members of the organization and it is the first time in the history of European Council that Azerbaijan representative was elected to this position.
New Leader of the organization, the judge Ramin Gurbanov met with the President Ilham Aliyev.
It should be noted that, successful foreign policy of the head of our country and progressive judicial-legal reforms made in the country had great role in getting achievements in the elections for such higher position in European Council.
