There was held a meeting in the Centre of Analysis of Economic Reforms and Communication with the heads of public organizations functioning in Azerbaijan and in the Commission on Business Environment and International Ratings.

Speaking at the meeting, Vusal Gasimli, Executive Director of the Centre of Analysis of Economic Reforms and Communications, said that the public-private dialogue is being conducted within the Commission on Business Environment and International Ratings: “The Commission members, secretaries and working groups consisting of the representatives of government agencies on the one hand, and representatives of the private sector on the other hand, cover the leading international consulting companies and brain centers and non-governmental organizations. The public-private dialogue within the Commission on Business Environment and International Ratings has a long-term strategic focus and a mobile governance structure. The Azranking.az portal provides productive work by moving public-private dialogue to digital platforms. Implementation of this type of public-private dialogue ensures that the economic reforms implemented under the leadership of President Ilham Aliyev are inclusive, efficient, comprehensive and systematic. The implementation of public private dialogue in Azerbaijan is in line with the principles of good administration and open government. On the other hand, the implementation of public-private dialogue opens up more opportunities for citizen participation. Thus, the human factor stands in the face of economic policy, and economic policy is aimed at ensuring a decent standard of living for the citizens of Azerbaijan. Because Azerbaijani citizen is involved in the formation of economic policy through various forms of organization - brain centers, public organizations, brain centers, business structures and state structures. This is the result of well-organized economic reforms that today Azerbaijan takes the 25th place among 190 countries in the World Bank's Doing Business report and is

ranked as the most reformist country in the world. As a result of the reforms led by President Ilham Aliyev, we are expected to move further in the rating this year”.

V. Gasimli also invited the public organizations to participate more closely in the work of the Commission on Business Environment and International Ratings and to be represented in separate working groups.

Then, Vusal Shikhaliyev, Senior Advisor to the Economic Policy and Industry Assistant to the President of the Republic of Azerbaijan, Head of the Secretariat of the Commission made a speech. He provided detailed information to the representatives of public unions and business associations regarding the functionality of the Portal, as well as its use in the "Electronic Clerical System". He added that the portal was created for digital organization of the work of Commission on Business Environment and International Ratings in Azerbaijan. The portal contains general information about the Commission, legislative base, activities, ratings, comparisons, online applications and contact sections. The Portal, which operates in Azerbaijani and English languages, aims at ensuring transparency and accessibility of information on issues and decisions made at the meetings of the Commission in the public and the mass media. General information about the commission, legislative base, activities, ratings, comparisons, online applications and contact sections are included.

Chief of the Department of Justice Sabina Salmanova informed the participants about the system of "personal electronic window", created on the basis of the Presidential Decree. It was noted that the system includes 14 government agencies and all non-profit organizations. At the same time, systematic measures are being taken to improve and expand electronic services in the system. Continuously improving activities include electronic filing and response to grant contracts, electronic filing, registration and response to changes in NGOs' constituent documents and their records.

Heads of public organizations also made speeches at the event. They said they were interested in participating closely in the activities of the Commission on Business Environment and International Ratings, and that they would join the next process with larger content. Social activists have also voiced various proposals for economic reforms.
