An international conference on the European Convention on “Mutual Legal Assistance in Criminal Matters” was held on July 23 within the framework of the project “Propagation of Transparency and Activity against the Economic Crime in Central Asia” realized on the basis of the Council of Europe's Program of Rule of Law in the Central Asia for 2020-2023.
As the Convention is open to third countries, taking into account Uzbekistan's desire to join this document, the event aims to inform the relevant government agencies of that country about the essence, significance and implementation procedures of the European Convention.
Council of Europe experts spoke at the conference, which was attended by more than 90 representatives from Uzbekistan, including officials from the Supreme Court, the Prosecutor General's Office, the Ministry of Internal Affairs and Tashkent Law University.
Adil Abilov, Head of the International Cooperation Department of the Ministry of Justice of Azerbaijan, a member of the Committee of Experts on the Implementation of European Conventions on Cooperation in Criminal Matters, participated in the event as a speaker.
The representative of our country spoke about the implementation of the European Convention and the precedents of the European Court of Human Rights, the procedure for sending inquiries, practical problems and new trends in this area.
At the same time, referring to international experience and the decisions of the European Court, it was noted that the provision of international legal assistance in criminal cases through video conferencing serves to eliminate the importance of transportation of convicts and to provide their safety, as well as vulnarable groups, to save financial resources and reduce the loss of time, to conduct court proceedings and interrogations more efficiently and fully.
Judicial and legal reforms carried out in the country under the leadership of the President Mr. Ilham Aliyev, as well as the improvement of legislation and the creation of an opportunity to hold video conferences in criminal cases through the "Electronic Court" information system were discussed at the event.
Afterwards, the conference participants exchanged views on issues of interest, and great interest was shown in Azerbaijan's experience in this field.
