There was held a two-day seminar about international migration law in “Hyatt Regency” on April 30 – May 1, 2019 with joint organization of Azerbaijan Representation of the International Migration Organization and the Academy of Justice within the framework of the “VI Phase project – development of cooperation for efficiency of struggle against human traffic through technical support and increase of potential in Azerbaijan”.
The project aims to support the Azerbaijan government in struggle against human traffic and transnational organized crime and to make a gift to the national efforts realized in this field.
The representatives of a number of foreign countries and international structures, as well as representatives from Turkey, France, Netherland, Montenegro, Croatia and European Council, including about 30 officials of the Ministries of Justice, Foreign Affairs and Internal Affairs, State Committee on works with Diaspora and State Migration Service participated in the seminar.
Acting rector of the Academy of Justice of the Ministry of Justice Mr. Elchin Khalafov, the head of the Azerbaijan Representation of the International Migration Organization Mr. Vladimir Gjorgjiyev and the expert on political issues of the USA Embassy in our country Christine Singh spoke in the seminar with opening speech.
Elchin Khalafov noted that, a great importance was given to cooperation with the International Migration Organization, and the trainers were prepared for holding trainings for local judges and advocates through trainings and seminars of the organization.
Christine Singh noted that, the United States gave special importance to cooperation with state structures of Azerbaijan, possessing important geographical and political positions in the crossing of the east and west, and the aim of the project was to support the government in formalization of migration policy and legislation in accordance with the international migration law in order to manage the migration according to more effective and international laws.
V. Gjorgjiyev talked in his speech about the migrants’ rights and the responsibilities of the states in this field.
The presentations of the local and foreign experts dedicated to the different aspects of the international migration law were listened in the two-day seminar, and there were made large discussions around the issues on migration problems, deportation, educational right of the migrant children, protection of migrants’ and refugees’ rights and other issues in accordance with the precedent law of the
European Human Rights Court. As well as, the legislations of the European countries on migrant rights were analyzed in comparative form and there was made exchange of ideas and experience on control over migration and procedural guarantees in separate countries and criminal aspects of migration process.
