An extensive meeting of the Scientific Council, the supreme governing body of the Academy of Justice, was held. The meeting discussed the works done by the Academy in 2019 and the forthcoming tasks.
Speaking at the meeting, Vice-Minister of Justice Azar Jafarov brought into notice a realization of a complex legislative, institutional and practical measures within the implementation of the Presidential Decree of April 3, 2019 "On deepening of reforms in the judicial-legal system", which an important "road map" for the development of justice and the judicial system. He also noted the proposals on modernization of activity of the Academy of Justice. He emphasized the importance of the Academy, which has a wide audience, in the training and professional development of various categories of lawyers, including the continuous training of justice officers, lawyers and judges, the compulsory training of candidates for the prosecutor's office and long-term training of candidates for the position of judge.
At the meeting, pro-rector of the Academy Elchin Khalafov made a report speech and said that in 2019 about 4,300 justice workers, lawyers, judges, prosecutors and other lawyers, as well as municipal members and employees were involved in compulsory training, advanced training and vocational training courses. Events have been held to implement the Presidential Decree, as well as the curriculum includes topics on actual issues and lectures were read.
In addition, the Legal Clinic at the Academy provides free legal assistance to up to 630 low-income individuals.
Last year, the Academy of Justice also expanded its international relations with other foreign countries, efficiently interacted, organized distant trainings for judges through video conferences with the Ukrainian and Moldovan educational institutions as well as the European Court of Human Rights, as well as important projects were propagated in the field of lawyers’ training.
Then a detailed report of the Training Department of the Academy was heard and discussions were held.
During the discussions, the Vice-Minister touched upon the works done, as well as forthcoming tasks on improving the efficiency of the activities. He noted that the training process of the Academy should be improved using the most up-to-date methods and techniques, programs should include topics that are more actual and practical, especially from the judicial practice in training of judges. It was also emphasized the importance of recruitment of trainers at the Academy of Justice, with theoretical knowledge and extensive experience, and concrete tasks were given on larger use of opportunities of the Academy's e-Learning Platform (Moodle Program) for the purpose of organization of trainings on formation of legal writing culture
through the analysis of practical materials (indictments, verdicts, resolutions, etc.), regular analysis of use of theoretical knowledge gained in the trainings, the use of distance learning methods using modern ICTs, as well as the automation of the educational process and the provision of educational materials to listeners.
At the meeting there were also considered the organizational, personnel and other issues included in the agenda of the Scientific Council.
