International scientific-practical conference on "Problems of formation of judicial practice in the digital age" was held by the Academy of Justice of the Ministry of Justice together with Martin Luther University of Halle-Wittenberg, Institute of Legislation and Comparative Law under the Government of the Russian Federation, Moscow State University and Ural State Law University.

Taking into consideration a special quarantine regime in connection with the COVID-19 pandemic, more than 100 delegates, including judges of the country's highest, appellate and first instance courts, representatives of the Ministry of Justice, the Prosecutor General's Office, members of the Bar Association, as well as candidates for the position of judge, having the initial long-term training at the Academy of Justice, attended the event held as a video-conference.

Lectures of the professors and teachers of the educational institutions, judges of the Supreme Court of Azerbaijan and the Hamburg Land Court were heard at the conference.

Judicial and legal reforms in the country were discussed at the event, the works done to ensure the regular generalization of judicial practice on the selection of a measure of restraint and appointment of imprisonment and the formation of a fair judicial practice in this field were touched upon within the framework ofthe Order of the President of the Republic of Azerbaijan dated February 10, 2017 "On improving the activities in the penitentiary system, humanizing the penal policy and expanding the use of alternative punishment and procedural coercive measures not related to isolation from society".

According to the Presidential Decree "On deepening the reform in the judicial-legal system" dated April 3, 2019, in order to ensure the stability of the approach to resolving legal issues in the courts and the uniform application of substantive and procedural law in the administration of justice, it was noted that the legislation has been improved on the mechanisms of formation of single judicial practice.

It was noted that according to the new legislation, the task of the Supreme Court to form this practice is directly described in the Law on Courts and Judges, the importance of the explanations of the Plenum of the Supreme Court on judicial practice is increased, the specific legal consequences of making decisions other than these explanations were determined, and the Judicial-Legal Council's decision of February 29, 2020 approved the "Rules for monitoring the activities of courts in the field of systemic deficiencies in the application of substantive and procedural law.

Welcoming these measures taken in our country in a short period of time, foreign experts stressed the importance of the stability of legislation, the independence of the judiciary, the application of digital technologies in the field of justice in the formation of a unified judicial practice. In particular, they said that the application of electronic technologies in the field of justice provides access to judicial practice for citizens, facilitates the search for legislation and court decisions in court, and serves to systematically generalize them.

At the same time, the speakers highlighted the role of higher courts and the independence of the judiciary in the formation of a unified judicial practice at the international level, noted the importance of studying advanced European experience in drafting court documents, and exchanged views on issues of interest.
