Systematic measures on separate activity directions of the ministry are continued by the Ministry of Justice jointly with the Azerbaijan Press Council in order to provide more information to the society about the justice and judicial activity.
The next briefing was held in Baku Business Centre on April 10 on registration and notarial activity of the ministry, applied information and communication technologies, electron systems and different registries.
The event was attended by the leadership of relative structural organizations of the ministry and Press Council, members of the Public Committee at the Ministry of Justice and other civil society, as well as by a number of Mass Media representatives.
Deputy chief of the Department of Human Rights and Public Relations of the ministry Aynur Sabitova and the chairman of the Press Council Aflatun Amashov opened the briefing and noted the important role of civil society institutes and mass media means in regular enlightenment of the population and emphasized the importance of the event. They stated that, the Ministry of Justice, which established its activity always on the basis of the principles of transparency and clearness, pays special significance to cooperation with media authorities and holding of briefings on all activity directions of the ministry has a regular character.
Then, the chief of the Registration and Notary General Department Ilgar Mammadov, the chief of the Information and Communication Technologies Department Aghakarim Samad-zada and deputy chief of the Population State Register Service Mehdi Najafov informed about organization of activity in this field, realized reforms and innovations.
Media representatives, who became acquainted with the innovations applied in the field of justice and judiciary in the briefing, informed about digital technologies applied in formalization of notarial acts, as well as about “Electron notary” information system uniting notary offices in single network. The solid amendments made to the Law “About Notary” adopted by the initiative of the President Mr. Ilham Aliyev in November of the last year made conditions for appliance of modern technologies and innovations.
Later, there was given information about special mobile bags of notaries with direct access to the “Electron notary” information system, supplied with modern equipment, as well as about electron justice kiosk given into use recently for the purpose of provision of public's satisfaction with relate to increase of need to distance services.
In addition, according to the reforms realized in the field of entrepreneurship by the leadership of the head of state, decrees and orders adopted with relate to establishment of good conditions for their effective activity and termination of checkups in this field, and progressive amendments made to the legislation, realization of contract obligations in simplified electron form on the basis of the executive records of the notary was specially emphasized.
As well as, the activity of the registry service of civil status acts and Public notary archive carrying out the collection and protection of documents arising from marital and civil law relations was lightened. It was noted that, automatic registration of civil status act records was possible as a result of digitalization of about 15 million archive documents.
There was told about the social significance of the psychologists’ mediation services serving for protection of marital relations and organized in the registry departments within the frame of joint project with civil society institutes.
It was noted that, the data in electron carrier of new-generation identity cards, which were started to be issued from September of the last year, may be obtained at “Population State Register” information system. Reliability is provided by implementation of identification of millions of details about civil status acts drawn up in different alphabets last century.
It was emphasized in the briefing that, justice authorities rendered more than 30 electron services to population, their profitability was increased and appliance was enhanced.
There was also noted that, appliance of innovative solutions had a wide scope in the courts’ activity, “Electron court” information system made conditions for electron appeal to the courts by the citizens, and the accessibility of justice judgement was simplified.
Speaking deputies, representatives of civil society institutes and mass media leaders stated that, such kind of events serve for deepening of cooperation with state structures. The meeting organized by the Ministry of Justice and Press Council has important significance from the point of view of development of cooperation between Mass Media and the ministry, as well as from the point of view of full notification of society about the works made in this field.
There was held question-answer session in the briefing, exchange of ideas among participators, the importance of relations with media, the significance of mutual activity and priority directions of cooperation were discussed and the journalists’ questions were responded.
