In accordance with the instructions of the President Mr. Ilham Aliyev, consistent measures are being taken to expand the application of modern technologies in the activities of judicial bodies and courts, including increasing the number of e-justice services, the application of new innovative methods and their mobile versions.
In recent years, progressive amendments to the Law on Notaries have created ample opportunities for the provision of notarial services electronically through information and communication technologies.
The "Mobile Notary" application has been successfully used since 2019 in order to increase the access of citizens to justice services, as well as to provide them with the opportunity to receive professional legal assistance regardless of time and place. Through this application, it is possible to issue a number of notarial acts, including on disposing and driving of vehicles, as well as electronic registration of some social powers of attorney issued to lawyers.
During the pandemic, the desire of citizens to use e-services has increased the special interest in mobile applications, and now the number of mobile justice services provided to citizens through the "Mobile Notary" with more than 110,000 users exceeds 50,000.
Continuing the works to increase the functionality of these innovations presented to population, new functions have been added to the application of "Mobile Notary" in the framework of the implementation of the "State Program for the Development of Justice in Azerbaijan for 2019-2023".
Thus, the application allows for the electronic registration of power of attorneys issued for the purpose of representation in banks, as well as applications for termination of power of attorney and consent of parents to leave the country for minors.
To take advantage of the new services, citizens must download the free "Mobile Notary" application from the AppStore and PlayStore electronic platforms. Current users can take advantage of the software update.
In addition, through the updated "Mobile Notary" application, it is possible to verify the authenticity of notarial documents on the basis of the QR-code placed on it or the person's personal identification number (PIN) and the identifier (barcode) placed on the document.
The Ministry of Justice will continue to take measures to improve the quality and expand access to legal services provided to citizens.
