On June 30, a board meeting of the Ministry was held under the chairmanship of the Minister of Justice Mr. Fikrat Mammadov.
The meeting noted the sustainable progress of the republic under the leadership of the President Mr. Ilham Aliyev, the restoration of our liberated lands, the implementation of important projects in this direction at the initiative of the First Vice President Mrs. Mehriban Aliyeva.
Noting the visit of the Turkish President Recep Tayyip Erdogan to Shusha and the exceptional political and historical significance of the Shusha Declaration on allied relations between Azerbaijan and Turkey signed on the National Salvation Day, it was stressed that this important document serves to protect the common interests and security of our countries.
It was noted that under the leadership of the President, reforms in the justice and judicial system are being continued in accordance with the comprehensive development of the country, high-tech courts have been established, as well as the modern building of the Surakhani District Court, Baku city and Masalli Judicial Complex was put into operation last month. It was noted that the organization of transparent and innovative activities in court buildings, especially the modern conditions created for the convenience of citizens were organized by a media tour and presented to the public.
The meeting discussed the works done in the first half of this year in the main areas of justice and it was informed that the ministry, which is involved in improving legislation aimed at economic development and improving the welfare of the population, has prepared more than 1,500 draft legal acts and examined more than 1,400 acts.
In order to increase the legal knowledge of the population, a new single electronic database of national legislation (e-qanun.az) was launched, and the number of receipts for this electronic resource, which is characterized by functionality, interactivity and accessibility, exceeded 1.1 million this year. Also, a press conference and online briefings were held using the opportunities of the ministry's social network pages to educate citizens about the activities of the judiciary.
Taking into account the President's instructions on the care and sensitivity of citizens' appeals, 1,900 citizens were received directly and in video format, and necessary measures were taken in connection with the appeals.
As a result of the development of the country's economy and the growth of civil turnover, the number of notarial acts increased by 14% compared to the previous
period and exceeded 2 million. In the first half of the year, about 128,000 civil status acts, more than 53,400 births, as well as about 22,000 marriages - more than 20 percent compared to the same period last year, were registered.
At the same time, it was noted that consistent measures are being taken to improve the enforcement of court decisions, which play an important role in improving the efficiency of justice. In 6 months, more than 345,000 executive documents were implemented and up to 300 million were paid.
This year, more than 2,800 e-bracelets were also applied to persons sentenced to deprivation of liberty and other alternative punishments. In order to more effectively organize the execution of these sentences and strengthen control, the Baku City Probation Office was established and started operating.
In addition, in the first half of the year, the Forensic Examination Center considered more than 13,000 cases on 41 expert specialties, and issued relevant opinions on about 348,000 research objects. It was noted that the ministry has taken measures to improve the legislation governing municipal activities, carried out administrative control over 38,000 municipal acts in 2021, 1,225 acts were revoked or changed on the basis of the ministry's proposals, and more than 2,400 hectares of illegally allocated land were returned.
At the same time, referring to the international legal cooperation, the ministry participated in a number of prestigious international forums this year, calling for Armenia's illegal actions, especially mine maps planted during the occupation of our liberated lands, as well as appeals to foreign justice ministers and influential international organizations were brought to attention.
The Board noted the works done on the implementation of the "Electronic Court" information system within the implementation of the Presidential Decree "On deepening the reforms in the judicial-legal system" dated April 3, 2019, additional measures have been identified to ensure qualitative and stable activities of the e-court expanding the access to justice, ensuring transparency and efficiency, and the Instruction on responsibilities in this area has been approved.
The meeting discussed the forthcoming tasks and instructed to establish justice at the level of high requirements of the President, eliminate the causes and conditions of the shortcomings, ensure satisfaction with the provision of decent services to citizens, increase transparency, and adherence to ethical rules and the inadmissibility of corruption was brought into attention.
At the same time, it was stressed to pay attention to the organized implementation of the tasks facing the ministry to address socio-economic, humanitarian, organizational and other issues in the liberated territories within the Coordination Headquarters established by the President. The main priorities in the field of justice, including the implementation of the State Program for the
Development of Justice for 2019-2023, increasing the efficiency of public participation, the introduction of innovations in justice services and other specific measures have been identified.
In the end, some draft normative documents regulating the activities of the justice were approved, and a number of non-commercial legal entities were registered.
