At the operative meeting held by the presiding of the Ministry of Justice Fikrat Mammadov, there was given information on implementation of the commissions of the head of state on improvement of the judicial activity in accordance with new challenges and realization of important duties set before the ministry, as well as about the works done in the current year and the results of the discussions made in the structural organizations on forthcoming duties. The issues on strengthening of labor and executive discipline in the justice authorities, improvement of working methods and tools, improvement of coordination between the structures, proper implementation of strategic planning, and qualitative implementation of action plans were discussed. Specific tasks were given to improve the performance discipline, especially on timely and qualitative execution of the tasks of the higher state bodies, the existing shortcomings and their causes were analysed and concrete instructions were given to eliminate them.
At the same time, at the meeting there was given information about the measures continued on organized and true execution of the Decree of the head of state “On deepening of the reforms in the judicial-legal system” on 03.04.2019, which founded new stage of reforms in the field of justice, as well as about the workes realized on humanization of punishment policy, improvement of civil procedural legislation and extra-judicial solution of disputes. The importance of the amendments made to the legislation on establishment of regional commerce and administrative courts, strengthening of judges’ social protection, improvement of judicial activity was mentioned in increase of efficiency of the works in this field.
It was instructed to take the necessary organizational measures to ensure the functioning of the newly established courts, and to submit proposals as soon as possible, together with the Judicial-Legal Council. The importance of the measures on improvement of works organization and performance discipline in the courts, elimination of violations that cause justified discontent of citizens, intensification of monitoring and other measures was brought into attention.
The meeting also highlighted the comprehensive measures taken in this area in accordance with the President’s instructions on humanization of the penal
policy, including the improvement of the legislation, preference of application of punishments not related to deprivation of liberty by the courts and continuation of this positive tendency current year.
It was informed that, the penitentiary activity was improved, alternative punishments and penalties for deprivation of liberty were executed, and 1500 prisoners were applied electron bangles. Organizational works on increase of efficiency of the activity of Probation Service, strengthening of probation control at place were discussed.
There were also discussed at the meeting the issues of improvement of the works on other priority directions of justice activity and relative commitments were made.
