A Memorandum of Cooperation has been signed between the Forensic Examination Center of the Ministry of Justice and Baku State University with the aim of developing the field of forensic examination in the Republic of Azerbaijan in line with modern challenges, training highly qualified examination personnel, and strengthening the unity of science and practice.

Under the Memorandum, the institutions will cooperate in the areas of personnel training in forensic examination, enhancing students' practical knowledge and skills, promoting research activities, integrating innovative technologies into examination processes, and preparing joint scientific publications.

Within the framework of cooperation, students studying at Baku State University in the fields of mechanics and mathematics, physics, chemistry, biology, ecology and soil science, geography, philology, geology and law will have the opportunity to undergo internships at the Forensic Examination Center, and special training programs aimed at preparing examiners in relevant fields will also be implemented. At the same time, joint scientific projects and professional development programs are planned in the fields of forensic handwriting examination, forensic authorship examination, forensic biological examination, technical examination of documents, forensic examination of materials, forensic psychological examination, forensic ballistic examination, forensic trace examination, forensic examination of audio and video recordings, and forensic linguistic examination.

The Memorandum also creates an important cooperation platform that will contribute to expanding scientific knowledge in forensic examination, strengthening ties between education and practice, attracting young professionals to examination activities, and developing examination activities in the country in line with international standards.

Following the signing ceremony, the delegation of the Forensic Examination Center of the Ministry of Justice toured Baku State University's modern infrastructure, museums and the Scientific Library.

It should be noted that the Memorandum of Cooperation was signed with the aim of implementing the measures provided for in the “2026–2030 Concept for the Development of Forensic Examination in the Republic of Azerbaijan,” approved by the Order of the President of the Republic of Azerbaijan dated December 11, 2025, including the determination of the required basic higher education fields for the specialty of forensic examiner and the implementation of work to attract qualified personnel in these fields to forensic examination activities.
