On November 20-22 of the current year, the IV International Penitentiary Forum on the theme of “Crime, punishment, correction” dedicated to the 140th anniversary of the criminal-executive system of Russia and 85th anniversary of the Academy was held in the Academy of Law and Administration of the Federal Service for Execution of Punishments of Russian Federation in Ryazan city.
Deputy chief of the Probation Service of the Ministry of Justice of Azerbaijan Musa Humbatov and leading consultant of the Academy of Justice Azar Seyidov participated at the event which was attended by the leaders and officials of the Federal Council of Russian Federal Assembly, State Duma, Council for the development of civil society and human rights at the President, Public Chamber, Ministry of Justice, Prosecutor General’s Office, Federal Service of Punishments’ Execution, Commissioner for Human Rights and representatives of the educational and scientific institutions of 15 foreign states, local and international public organizations, employees on the field of execution of punishments and leading scientists.
The main purpose of the Forum, organized in the form of international scientific-practical conferences, plenary meetings and roundtables, was to review the current situation of penal enforcement services in Russia and foreign countries, to identify the most effective ways of addressing the problems and contribute to the development of interstate cooperation.
Speaking at the plenary session of the Forum with a report on "Probation in the Republic of Azerbaijan: Preliminary Findings and Perspectives", M. Humbatov talked about the works realized on execution of the Order of the President of the Republic of Azerbaijan Ilham Aliyev on February 10, 2017 “About improvement of penitentiary activity, humanization of punishment policy and enhancement of application of procedural compulsion and alternative punishment not related isolation from community”, including organization of Probation Service in our country, measures taken in this field, especially about practice of use of electron control means in the process of execution of punishments.
At the same time, information was given on the implementation of a pilot project on the use of new electronic means of control over the past two years in our country which has given the courts additional alternatives to imprisonment, further improvement of the penalties and administrative reproof for public works, improvement of legislation and the participants' questions were answered.
Besides it, the attenders made speeches on the theme “Punishment on deprivation of driving right and its implementation in the Republic of Azerbaijan”
and talked about the current conditions and works on improvement of activity in the international scientific-practical conference dedicated to the “Execution of alternatives for deprivation of liberty and criminal-legal measures in modern period” within the framework of the forum.
During the event, the participants were interested in innovations in the organization of probation activities in other countries, execution of alternative penalties for imprisonment, and made exchange of ideas and experiences.
