The International Forum of Legal Services in the Shanghai Cooperation Organization (SCO) has been held recently in Shanghai, People’s Republic of China.
Our country was represented by Ilgar Mammadov, the Chief General Department of Registration and Notary of the Ministry of Justice, and Aghakarim Samadzada, the Head of the Information and Communication Technologies Department in the event, which was attended by over 300 delegates from the SCO countries.
The event discussed topical issues such as the establishment of a legal service system, international cooperation in this area and mechanisms for resolving commercial disputes.
Chinese Minister of Justice Fu Zhenghua, Russian Minister of Justice A.V. Konovalov, Kyrgyz Minister of Justice M.T.Jamankulov, SCO Deputy Secretary General N.S. Akkoshkarov, Shanghai city Mayor In Yun and other officials made speeches at the opening ceremony.
Then, the heads of the Ministries of Justice of the participating states informed about organization of legal services and achieved results in their countries.
Our delegation spoke with visual presentation in the forum and gave information about the reforms made in the justice and judicial system in Azerbaijan under the leadership of the head of state Ilham Aliyev, effective organization of legal services rendered to the citizens, as well as application of modern innovations in this field, electron justice services, “e-court” and “e-notary” information systems. There was told about the most successful model in the provision of public services is the activity of the Azerbaijani brand ASAN Service, which is a source of civic satisfaction.
They also talked about the use of mediation, especially in the case of divorce, as well as the regulation of entrepreneurial inspections, and the impact of measures on business development in this area.
The participants were particularly interested in the Armenian-Azerbaijani Nagorno-Karabakh conflict, Armenia's occupation policy at the state level, the
violation of norms and principles of international law. The provocative and destructive statements of the Armenian leadership facing new threats and risks, as well as the issuance of non-legal documents to citizens in order to be recognized internationally was stressed and the need for the international community to react seriously was noted.
During the event, the Deputy Ministers of Justice of Iran, Turkmenistan, Uzbekistan, Belarus and Tajikistan met and discussed the issues of expanding cooperation in the field of justice.
During the visit, they also visited the Shanghai Academy of Forensic Examination, where they were acquainted with the activities of the department equipped with the most advanced equipment and exchanged useful ideas and experiences.
