There are held systematic measures on enhancement of appliance of alternative punishments for deprivation of liberty within the frame of the Order of the President Mr. Ilham Aliyev on February 10, 2017 about humanization of punishment policy. For this purpose, the appliance of electron control means in execution of the mentioned punishments was started by establishing Probation service in the Ministry of Justice.
Other countries are interested in and learn our positive practice gained in this field during a short time, and there are held large presentations by taking into consideration public significance of probation activity.
The representatives of the diplomatic corps of the western states functioning in our country visited the Probation service of the ministry by expressing their intention to be acquainted with our experience in this field.
There was informed in the meeting about the works on execution of the Order of the head of state, as well as about enhancement of appliance of alternative punishments for deprivation of liberty and about electron monitoring activity of probation service in this field. It was noted that, foreign practice in execution of the punishments was learned during a short time, a number of different models were tested and local production of electron control means was organized.
It is a result of preference of appliance of alternative punishments by the courts that, more than 900 prisoners were applied electron bangles for the time shorter than a year.
The guests were visually acquainted with the incessant activity of the electron monitoring center of the Service, appliance characteristics of the electron bangles. They evaluated the innovations in execution of alternative punishments for deprivation of liberty and humanist approach in judicial practice, met increase of number of appliance of electron bangles with satisfaction and stressed that, such progress was met in rare countries of the world.
The questions interesting the guests were answered in detail during discussions, useful exchange of ideas was made.
The guests were informed about other innovations and digital technologies applied in the field of justice. Electron justice kiosk, mobile notary bag allowing easy and quick operation of notarial acts and distant services for provision of population satisfaction and software loaded to mobile phone, which is not met in world practice and produced by Azerbaijan, was demonstrated in the meeting.
The delegation, expressing their amazing on innovations in the field of justice, evaluated the gained achievements by stressing perfect development on appliance of modern innovative technologies in the field of service to the citizens during a short time.
