The Decree of the President of the Republic of Azerbaijan Ilham Aliyev "On Measures for the Development of E-Government and Transition to Digital Government" of March 14, 2018 identifies the use of information and communication technologies as a priority in the implementation of public services.
Expanding the application of modern technologies in the activities of the judiciary and the courts, including the increase in the number of e-justice services, the development of new and innovative mobile versions of these services, improvement of functionality of “Electron Court” and “Electron Execution” information systems and other measures taken in this area are defined by the “State Program for development of Azerbaijani justice for 2019-2023”. Last year, on the eve of the 100th anniversary of the Justice of Azerbaijan, several innovative solutions were presented to the public.
AZERTAJ informs that, continuing this practice, on the eve of November 22 - the Day of profession holiday of justice officials, a public presentation on "Digital Transformation and Innovations in the field of justice" was organized in Baku Congress Centre by the Ministry of Justice.
The event was attended by senior officials of the Ministry of Justice, public figures, representatives of the State Agency for Citizens Service and Social Innovations under the President of the Republic of Azerbaijan, the Press Council, civil society institutions, banking and ICT sectors, numerous mass media executives, judges and lawyers.
Speaking at the presentation, Aynur Sabitova, the chief of the Human Rights and Public Relations department of the Ministry of Justice, said that the presentation would provide information on electronic surveillance of public works, mobile court, electron power of attorney, “myGov” portal and other updates.
During the presentation, relevant innovative solutions in various areas of activity of the ministry were demonstrated.
Head of the Department of Information and Communication Technologies of the Ministry Aghakarim Samadzada made a public presentation. He informed that, according to the Order of the President of our state on humanization of the punishment policy dated February 10, 2017, local experts designed a public works
control unit to prevent the practice of formal execution of the public penalty and on December 21, 2018, a visual demonstration was made to the President Ilham Aliyev during the opening of the new administrative building of Binagadi District Court. This year, the facility was manufactured and tested and began to be used in a pilot mode on prisoners.
It was noted during informing about the mobile court that, a mobile version of the "E-court" information system was developed to increase access to court services. Through the "Mobile Court" software, the user can use all opportunities opened via “Personal cabinet” through their mobile device, regardless of where the system locates.
It was noted that, on the basis of the integration of the Internet electronic database of legal acts carried out by the Ministry of Justice (E-Law) and the State Register of Legal Acts, a new unified electronic legislative base was created. The new system provides easy access, up-to-date design, extensive and fast search, as well as access to regulatory documents from one source, and functionality to be acquainted with the decisions made on the structural elements of regulatory legal acts. Next year, the mobile application of the system will also be launched.
Last year, an electron justice kiosk set up at the Heydar Aliyev International Airport provided an opportunity to repay debts and automate the elimination of restriction on enforcement documents. This functionality will be available soon after the tests are completed.
In addition, the capabilities of the Mobile Notary software have been enhanced and an electronic legalization of power of attorneys for driving vehicles is available across the platform without appealing to notary office, all days of the week, 24 hours a day, regardless of location.
Mehdi Javadov, Deputy Director of the Centre for Development of E-Government, subordinated to the State Agency for Citizens Service and Social Innovations under the President of the Republic of Azerbaijan, also spoke at the event. During the speech, the State Agency for Citizens Service and Social Innovations under the President presented justice services, including the electron registration of marriage and birth acts via the portal “myGov”, a modern version of the “E-government”, which was organized as a result of cooperation with the ministry.
Then a press conference on justice activities was held and officials of the Ministry of Justice answered the questions of the participants.
