The formation and development of the independent judicial system in our country is connected with the name of the national leader Heydar Aliyev. The judicial and legal reforms, laid down by the great leader Heydar Aliyev and successfully conducted under the leadership of the President Ilham Aliyev, serve for increase the independence of the judiciary, the accessibility of justice and the protection of the rights of citizens.

The Decree of the Head of State on April 3, 2019, was the beginning of a new stage in the development of the justice and the judicial system, by encouraging the deepening of judicial and legal reforms. The Ministry of Justice is consistently taking action on the implementation of the Decree, which is an important "road map" in this area. Public debates are continuing in the capital and regions on the exceptional importance of this important document and on the issues coming from it with civil society institutions, various business circles, entrepreneurs and other community members.

AzerTAc informs that, there was held large public debate by organization of the Ministry of Justice and Judicial-Legal Council on June 14 at Heydar Aliyev Center in Ganja on the theme of “The importance of the Decree of the President of the Republic of Azerbaijan "On Deepening of the Reforms in the Judicial-Legal System" on 03.04.2019 in protection of the rights of citizens and entrepreneurs".

On June 15 - in the eve of the National Salvation Day, a monument of the great leader Heydar Aliyev was visited in Ganja, flowers were laid in front of the monument, his dear memory was deeply commemorated and the attenders got acquainted with the rich expositions about the life and activity of the great leader in Heydar Aliyev Center.

The event was attended by the minister of justice, chairman of the Judicial-Legal Council Fikrat Mammadov, Head of the Executive Power of Ganja city Niyazi Bayramov, officials of the Ministries of Justice and Economy, and Judicial-Legal Council, chairmen, judges, prosecutors and advocates of Ganja court of appeals, regional, city and near regional courts, heads of Ganja and Shamkir regional and local justice organizations, as well as higher educational institutions of the city, many entrepreneurs, civil society and Mass Media representatives.

Opening the event, Minister of Justice Fikrat Mammadov spoke about the national leader Heydar Aliyev's rescue mission to our people and state, returning to the country's leadership on June 15, 1993, on the strengthening of national statehood, unprecedented services for the prosperity and future of our country, and he stressed that, the comprehensive strategy of the Great Leader was continued by

the leadership of the head of state Mr. Ilham Aliyev, the rapid progress of our country was provided and got high achievements in all spheres.

He noted that the large-scale reforms implemented in the country also covered the judicial system, and many important measures were taken in this area in the past. The Decree of the Head of the State "On Deepening of the Reforms in the Judicial-Legal System" has given impetus to the implementation of reforms in the justice and judicial system in line with modern challenges.

The minister noted the execution of this important document, including the works done on strengthening of the judicial protection of entrepreneurs' rights and spoke about legislative, institutional and practical measures.

It was noted that, according to the Decree, a package of important bills on judicial activity, simplification of appeals to the courts by the entrepreneurs, creation of a new specialized court on business disputes has been prepared and submitted to the Milli Mejlis by legislative initiative and those projects were considered at the first reading of the Parliament's plenary session.

The Head of the Executive Power of Ganja city noted that, the President of the country has always been in constant care of the judicial system, ensuring transparency in the activities of the courts and pointing out that the Decree is a revolutionary step in the development of the judicial system.

The head of the Ganja-Gazakh office of the Azerbaijan Entrepreneurs Confederation Afina Babayeva emphasized the exceptional role of the Decree in facilitating entrepreneurs' access to the courts and ensuring more efficient and flexible consideration of disputes in this field.

Chief of the Ministry's Organization and Supervision General Department Elchin Gasimov, chief of the General Department of Bailiffs - chief executive officer - Nuraddin Mustafayev, chief of the Information and Communication Technologies Department Aghakarim Samadzada, Member of Working Group on “Electron court” information system Rashad Aliyev made speeches on the role of the Decree of the Head of State in improvement of accessibility to the courts, the importance of judicial support for the protection of entrepreneurs' rights, improvement of the execution of court decisions, and visual representations were made on the role of innovations on importance of "Electron court", "Electron execution" information systems in increasing transparency and effectiveness of judicial activity and in deepening of the reforms.

Then the question and answer session was held and discussions were held with the participants. Speaking entrepreneurs, civil society and other community members emphasized that the decree of the head of state serves for the protection of the rights of citizens, including entrepreneurs, shared their views on

specialization of courts, application of mediation, notary, advocacy and volunteer activities.

The Minister of Justice Fikrat Mammadov summing up the event stressed that, they will achieve the formation of a high-profile justice system meeting modern demands, increase of its quality and effectiveness, simplification of accessibility, high citizen satisfaction, acceleration of entrepreneurship development as a result of execution of the Decree of the President of the country, which is an important part of the judicial-legal reforms.
