The state youth policy, laid by the national leader Heydar Aliyev, is being successfully implemented under the leadership of President Ilham Aliyev. Today, young people are actively involved in the political life of the country, as well as distinguished with their effective activity being a leading force in the country's voluntary movement. Within the framework of the structural and personnel reforms implemented by the head of state in accordance with the comprehensive development of our republic, new, well-educated, modern-minded young people are promoted to public administration, including leading positions.
In accordance with the President's instructions, nearly 3,000 young people, most of whom are young, have been recruited through transparent contests over the past 15 years, have been recruited and trained in various government bodies, dozens of trained specialists have been promoted to various senior positions in the state body. At present, about half of the majority of employees are young people, and the newly recruited justice staff comprises up to 70 per cent of the ministry's personnel.
The Ministry also makes consistent measures to complete penitentiary and medical services with qualified personnel, and maintains effective relationships with relevant educational institutions, prepares qualified young cadres in the Ryazan Academy of Law and Management of the Federal Penitentiary Service of the Russian Federation, as well as the Faculty of Military Medicine at the Azerbaijan Medical University.
As a result of transparent elections, about 1,300 young professionals who graduated from special educational institutions have been recruited to the post of middle chief staff in the penitentiary, while the majority of medical personnel has been renewed. At the same time, with the purpose of more efficient use of staff, regular rotations are taken by experienced employees who are promoted to senior positions. This year, about 130 penitentiary and health care workers, including 24 leading employees were applied rotation.
Approximately 50 people have been appointed to the post of middle chief staff in penitentiary, as well as senior positions in penitentiary and medical services.
On the eve of December 31 - World Azerbaijanis Solidarity Day and the New Year, Minister of Justice Fikrat Mammadov met with newly appointed staff.
Speaking at the event, the Minister of Justice highlighted the socio-economic progress and high achievements of our country under the leadership of President Ilham Aliyev, who is successfully continuing and developing the political course of national leader Heydar Aliyev, noted the important activities of the First Vice-
President Mehriban Aliyeva, who contributed to the reforms made in the country. He also spoke about the high concern of the state for the comprehensive development of young people and the broader encouragement of the voluntary movement.
Speaking about judicial and justice reforms, including on improvement of penitentiary activity, the Minister informed about the works carried out on the implementation of decrees and orders of the Head of State, stressed the President's demands to civil servants and the specifications of serving in penitentiary.
He said that the main duty of every employee is to comply with the law, human rights, decent service to citizens, compliance with the principles of humanism, discipline, ethical behaviour, prevention of corruption and other non-procedural relations.
At the same time, instructions were given on improvement of activities in the penitentiary system, including reliable protection of prisoners' rights, provision of high quality medical services, improvement of medicines and other supplies, expansion of production facilities, strengthening control over discipline, operation and protection, effective organization of Security regiment and other specific instructions were given regarding the application of the institution of parole.
At the meeting, they expressed confidence that the newly appointed employees will perform their duties properly and justify their high confidence and wished them success in their activities.
