Within the framework of measures aimed at systematizing scientific materials used in the field of forensic examination in the Republic of Azerbaijan and aligning activities with international standards, the Methodological Fund of Forensic Examination has been launched.
The Methodological Fund of Forensic Examination is a database comprising scientific and methodological materials that form the basis of forensic examinations. The Fund aims to ensure access to relevant scientific and methodological materials for forensic experts, bodies and persons appointing examinations, other parties to proceedings, and private forensic experts. The Fund is established and administered by the Ministry of Justice.
The Fund is regulated by the “Rules for the Establishment and Use of the Methodological Fund of Forensic Examination”, approved by Resolution No. 228 of the Cabinet of Ministers of the Republic of Azerbaijan dated 29 June 2020.
The Methodological Fund is available on the official websites of the Ministry of Justice (www.justice.gov.az) and the Center for Forensic Examination (www.expert.gov.az) and is open for public access.
The Fund’s database is formed based on materials submitted by the Ministry of Justice, as well as relevant forensic institutions of the Ministry of Internal Affairs, Ministry of Health and Ministry of Defense, scientific institutions and organizations, higher education institutions, testing laboratories accredited in accordance with legislation, private legal entities, and private forensic experts.
The database contains key information on each scientific and methodological material, including its title, the relevant field of forensic examination, the name, surname and patronymic of the author or authors, or the name and legal address of the institution, enterprise or organization that submitted the material, the year and place of publication, the full text of the scientific and methodological material, the date of its inclusion in the Fund, registration number, and other relevant information.
The Methodological Fund contributes to the collection and systematization of scientific and methodological information in the field of forensic examination within a unified database and facilitates effective access to and use of such information. The systematization of rare methodological materials within the Fund also provides a valuable source of information for researchers conducting studies in this field.
