Systematic measures are continued on increase of efficiency of justice judgement under the leadership of the President Ilham Aliyev, judicial system is modernized, citizens’ access to the courts is simplified and important works are realized with relate to more quick and qualitative consideration of works, increase of transparency in the courts and appliance of electron court system.

Solid amendments to the Civil Procedural Code and the Law “About courts and judges” of the Republic of Azerbaijan passed on December 28, 2018 by the legislative initiative of the head of state will serve for improvement and modernization of judicial activity, realization of court execution in electron form, provision of operability and transparency and extension of citizens’ opportunities to appeal to the courts.

All matters with relate to execution of new legislation were urgently discussed in the conference held under the presiding of the minister of justice Fikrat Mammadov and it was stated that, judicial activity was established more effectively in the level of modern requirements. Herewith, special working group was formed, measures plan was prepared and it was defined to hold a range of trainings and other enlightening measures.

There was held training for the judges for the purpose of learning and duly appliance of new provisions of the legislation on the 8th of January in the Ministry of Justice in accordance with the measures plan.

The chairmen of all courts of appeal and relative bars of the republic, of administrative-economic and regional courts of the capital were involved in training. The officials of the Ministry, Justice Academy and Judicial-Legal Board participated in the event.

The head of the Academy Elchin Khalafov speaking in the opening told about the innovations in legislation and stressed that, they serve for increase of efficiency of judicial activity by applying “Electron court” information system, for more simple and operative realization of rights and duties of the participators of the judicial process and noted the importance of the current training in due appliance of law.

The essence of new laws, as well as the duties of the judges with relate to it were explained to the listeners by the trainer-judges of the Supreme Court and courts of appeal of Baku city. According to the amendments, it was considered to realize court execution on civil cases and economic disputes in electron form, to deliver immediately the documents to the process participators through “Electron court” information system (e-mail, SMS, electron cabinet, ets.) and to pay public duties via electron payment system in simplified form. At the same time, it was considered to provide the citizens’ interests by new legislation, to apply simplified judicial processes for consideration of some works for the purpose of acceleration of justice judgement and for quicker validation of the decisions, as well as automation of judicial statistics and appliance of other important innovations.

The ways of solution of casus to be existed in practice was discussed by analyzing deeply new provisions of the legislation, was made exchange of useful ideas, the questions interested the judges were clarified in the training.

Then, there was held presentation with relate to due appliance of new laws, the possibilities of “Electron court” information system in increase of efficiency of judicial activity, as well as single court portal, personal cabinet of the citizens, electron payment system for paying public duties, electron execution system and others were demonstrated in the training.

It is considered to hold such trainings, which have great significance in due appliance of law, for the listeners in any region by presence of all the judges.
