The judicial-legal reforms founded by the national leader Heydar Aliyev are continued successfully under the leadership of the President Ilham Aliyev and on the basis of this the judicial system is modernized, legislation is developed, the independence of the judicial power is strengthened and self-government authorities are enlarged year after year.
There are made relative appointments about more than 200 judges by the orders of the President signed on the 21st of December and the judge’s corps is strengthened with new-generation lawyers. The judges’ work volume is considerably reduced by completing the majority of the current vacancies, and therefore there are made conditions for qualitative and timely consideration of the works.
On the 25th of December the minister of justice, the chairman of the Judicial-Legal Board Fikrat Mammadov held wide conference by presence of the vice-chairmen and board chairs newly appointed to the courts of appeal of Baku and Sumgayit cities, chairmen of the courts entering into jurisdiction of these courts and other courts of first instance, as well as by presence of the relative officials of the Ministry of Justice and Judicial-Legal Board.
The speaking minister told about the comprehensive speedy progress and gained high achievements of our republic during the last 15 years under the leadership of the President, spoke about judicial-legal reforms and innovations, in this eve the opening of new administrative building of Baku city, Binagadi District Court by the head of the state is the next display of great importance given to the judicial power.
There were noted in the conference the purposeful measures made on increase of efficiency of justice judgement during the recent years, and the problems existing in court activity, the defects and their causes and forthcoming duties with relate to it were discussed in the meeting.
At the same time, provision of fairness of court decisions, increase of judicial transparence, corruption exclusion in accordance with the commissions and recommendations of the head of state is stressed in the conference, also there was
stressed that, the judges’ activity was evaluated by the Judicial-Legal Board in the last period, more than 120 judges were removed from judicial system for breaking the law, 34 judges were held administratively liable for corruption law-breaches, as well as the authorities of 8 of them were terminated earlier, 11 of them were transferred to lower positions or other workplaces.
There was also noted in the conference that, the judges caused procrastination and other shortcomings in some cases, the judges approached inattentively to the requirements of Ethical Behavior Code and were rude towards the citizens, and such cases caused the dissatisfaction of the people.
Herewith, forthcoming duties, as well as compliance with the ethical behavior rules, prevention of non-professional relations, improvement of anticorruption culture were brought to attention, the court of appeals were required to increase the principality, to react strongly against the law breaches and not to be reconciled with the negative cases.
