The Presidential Decree "On Deepening of the Reforms in the Judicial-Legal System" of April 3, 2019, is an important "road map" for the development of the justice and judicial system and systematic measures are being taken on its implementation.
Operative works are being done on the implementation of the tasks given by the Decree on modernization of the activity of the Forensic Examination Center and the Academy of Justice of the Ministry of Justice, improvement of infrastructure and logistics, especially a number of draft regulations have been developed on creation of private expertise, and necessary organizational measures have been taken.
At the same time, the increase of potential of the Academy of Justice, which has a large audience, improvement of the teaching process using the most up-to-date techniques and ICTs, training of professional trainers and involvement of international experts in the trainings, and organization of distant trainings via video conferencing has always been in the focus, last year, 4,300 justice workers, lawyers, judges, prosecutors and other lawyers, as well as municipality members and employees were involved in compulsory training, advanced training and professional development courses.
Works are also underway to improve the logistics of the Academy of Justice, to create a modern working environment, including the creation of a new forensic cabinet equipped with modern criminal justice equipment, visual aids and other tools for holding practical trainings.
Minister of Justice Fikrat Mammadov visited the Academy of Justice to get acquainted with the works done and the organization of the educational process, interested in educators involved in the training of judges and other lawyers, met and exchanged ideas with the Professor Joan Barata Mir, an influential international media expert who was invited to train new Speaker-judges to work with the media in accordance with the recommendations and instructions of the head of state to strengthen public confidence and increase transparency.
The Academy also got acquainted with the new criminalist cabinet and noted its importance in improving the theoretical knowledge and professional training of the lawyers and developing practical skills.
At the same time, they got interested in the work of the Legal Clinic, which provides free legal aid to the poor layer of society. Acting rector of the Academy of Justice Elchin Khalafov said that about 630 people were provided free legal aid last year, and lawyers were involved in the activities of the clinic in effective cooperation with the Bar Association in the field of compulsory training and legal services.
The Minister gave instructions to increase the efficiency of the work in this area, to expand the interaction of the Bar Association with the newly established Legal Aid and Training Center, and familiarized with the activities and modern working conditions of the Center after reconstruction and major repair.
During the meeting, the Chairman of the Bar Association Anar Baghirov informed about the activities of the Legal Aid and Training Center established under the Presidential Decree dated 22.02.2018 "On additional measures to develop the advocacy in the Republic of Azerbaijan".
Emphasizing the constant care of the head of state for the development of the institution of advocacy in the country, the Minister of Justice noted the important Decree of the President on deepening judicial and legal reforms, is also directed to improvement of advocacy activities, and wished successes to the work collective on the protection of citizens' rights and rendering qualitative legal assistance.
