The Decree “On deepening of reforms in the judicial-legal system” signed by the President Ilham Aliyev on April 3 became an important “road map” defining the strategic priorities for future development of the justice and judicial system. Tasks arising from the decree were discussed at the Collegium meeting of the Ministry of Justice without delay, and a special Commission consisting of the leadership and officials of the ministry was established, the Measures Plan was approved and broad enlightenment works were carried out.
The republican meeting was held with the participation of all executive and probation bodies and heads of regional justice departments on the tasks set by the head of state to improve the Ministry's performance.
The Minister of Justice Fikrat Mammadov noted the importance of the execution of court decisions in the effective implementation of justice and emphasized the measures taken to improve the performance of the case and the forthcoming tasks. It was noted that the Decree, signed by the President on the eve of the election of the country's leader, contributed to the modern challenges, information was given on improvement of legislation for the purpose of acceleration of execution of court decisions, drafting the new Executive Code and implementation of alternative enforcement mechanisms, as well as the study of international experience on commitment of the execution to private bodies. The executive service gave concrete instructions on protection of the rights and legal interests of the citizens, on ensuring the full and timely execution of court decisions, the prevention of procrastination and abuse in this area, and the extension of application of the “Electron execution” information system.
The defects and shortcomings in the activity of local executive bodies were noted at the meeting, as well as the complaints and signals made by the citizens, including during the mobile reception in the regions, as well as on hot lines gave rise to anxiety. It was brought to notice that, some executive officials neglected their duties, violated disciplinary rules, violated ethical conduct rule and made other negative cases causing the citizens' justifiable dissatisfaction. A detailed study of ways to increase the efficiency of the work in this area, eliminating the causes and conditions of the shortcomings has been analyzed.
It was noted that in recent years, more than 170 executive officers were subjected to serious disciplinary action, 51 of them were dismissed from position or were dismissed from the judiciary, and six individuals were prosecuted.
The leaders of local executive bodies were listened on existed problems at the meeting. There were made measures about the executive officials who have been involved in serious violations of the law, 16 officers of the executive and probation
bodies have been subjected to serious disciplinary action, as well as 3 persons were dismissed from the justice authorities or dismissed from their positions.
It was emphasized that the most stringent measures will be taken on the workers, who are causing negative circumstances, including non-procedural relations. The importance of establishment of the works of the Service in accordance with the requirements of the Decree of the Head of State, the improvement of citizen satisfaction, compliance with the requirements of the legislation and the rules of ethical behavior was noted at the meeting, and concrete commissions were given on strengthening of control over the activity of subordinate bodies and increase of responsibility and professionalism of executive officials.
Then, the conference continued with training on the theme of "some issues of application of the legislation in the field of execution" and practical questions interested the attendants were answered.
