AZERTAC reports that, the next online public discussion organized by the Ministry of Justice on September 10 is dedicated to "Electronic appeal to the court and opportunities for entrepreneurs." Khayyam Bayramov, a member of the working group on the "Electron Court" information system, who participated in the public discussion, informed about the judicial activities in this direction.

It was noted that, the provision of courts with modern ICT was carried out in parallel with the modernization of judicial infrastructure. The Order of the President of the Republic of Azerbaijan dated February 13, 2014 "On the establishment of the" Electron Court "information system" laid the foundation for a revolutionary change in the field of electronic judicial activity in our country.The Decree of the President Ilham Aliyev "On deepening the reforms in the judicial-legal system" dated April 3, 2019 is aimed at completing the organizational works on the "Electron Court" information system and increasing its functionality.

It was noted that the advantage of the "e-court" information system is to facilitate the work of the judiciary and justice. This system covers the entire process from the establishment of the citizen's right to appeal to the court to the completion of the execution of the court decision.The single court portal included in the system, the electronic cabinet of the participant in the trial, the electronic execution, the single database of court decisions and other systems create a wide range of opportunities for citizens and legal entities.These innovations provide citizens with numerous opportunities to apply to the courts electronically, to have a personal cabinet in the system, to transfer documents in electronic format, to get acquainted with the case materials, to be informed about the proceedings without appearing in court, and to file appeals and cassation complaints.

It was noted that the "e-court" information system has a positive impact on facilitating access to justice for entrepreneurs. As a result of reforms in the judicial-legal system in recent years, communication and proceedings on commercial disputes between the entrepreneur and the court have been regulated entirely electronically.Entrepreneur can submit a lawsuit and other documents, as well as receive them electronically without going to court through the "Electronic Cabinet". In addition, there is an innovation in the creation of a simplified procedure for small claims.The difference from the usual lawsuit is that the lawsuit is considered by the court within 30 days on the basis of documents and evidence submitted by the parties. This innovation is an opportunity for entrepreneurs to save time and avoid additional costs. In general, the automatic distribution of cases through the e-court information system increases its quality and confidence in the court.

It was reported that, one of the innovations introduced during the pandemic is the possibility of remote courts. Thus, entrepreneurs connect to the court from their computers without coming to the court and express their position. If a citizen has a complaint against court decisions and he / she applies with any application, that person must register in the e-cabinet.It is also important for entrepreneurs to have an electronic signature of their organization. One of the methods of identification of the electronic system is the identification numbers of the FIN and the taxpayer. This information is stored in that electronic signature. In addition, citizens can access the "Electron Cabinet" through the "ASAN login".However, for electronic exchange with the court, it is necessary to obtain an electronic signature. Upon entering the system, it is automatically checked whether there is a lawsuit against that person or organization. If the case exists, the information is reflected in the applicant's personal account.The owner of the "electron cabinet" can learn the status of the case by both SMS and e-mail. Its importance is that, the citizen is informed in advance about the cases to be raised in the future against him.

It was noted that, integration between the "Electron Execution" and "Electron Court" information systems has been ensured. If the judicial act is directed to execution and is reflected in the "Electron execution" information system, the information about that case is reflected in the section of enforcement cases in the electronic cabinet. An entrepreneur or any citizen can watch the execution of a court decision from there.

The online public discussion also touched upon the application of "Mobile e-court" and other issues, and answered questions from social network users in detail.
