Progressive reforms are being implemented in the country under the leadership of the President Ilham Aliyev to modernize the judiciary, facilitate access to justice, and facilitate the access of citizens to the courts and innovations are applied in this field. We can say with confidence that President Ilham Aliyev is the author of modern judicial and legal reforms carried out in accordance with the comprehensive development of our republic.
These words were announced on December 24 - on the birthday of the head of state – in the public presentation of Mobile Court software held by the initiative of the Ministry of Justice at the Fairmont Hotel, which is the next important step in facilitating access to justice and which is very useful for court users.
The event was attended by the officials of the Ministry of Justice, Judicial-Legal Council, General Prosecutor's Office, State Agency for Citizen Service and Social Innovations under the President, the Bar, deputies of Milli Mejlis, judges, entrepreneurs, representatives of the bank sector, the public, civil society institutions and Mass Media.
Opening the presentation, Aynur Sabitova, the head of the Department of Human Rights and Public Relations of the Ministry of Justice, underlined the democratic development of our country under the leadership of President Ilham Aliyev, who has successfully implemented the state development course set by national leader Heydar Aliyev and noted the achievements gained in these fields, told about the reforms and innovations in the judicial-legal system. She stressed the services of the First Vice-President of the Republic of Azerbaijan Mehriban Aliyeva, who made a significant contribution to the multilateral reforms implemented by the Head of State.
It was noted that the Presidential Decree "On Deepening of the Reforms in the Judicial-Legal System" of April 3, 2019 was an important "road map" for the development of justice and the judicial system, and much work has been done in the past. On the legislative initiative of the President of Azerbaijan, a number of new laws have been adopted on the establishment of a single judicial practice, as well as improvement of the activities related to the conduct of forensic examination, the establishment of a private forensic institution.
It also noted that today special attention is paid to the use of electronic services, modern technologies and innovations in the field of justice, as well as information was given about special electronic notary bag, electron justice kiosk available only in Azerbaijan and mobile notary software, which is an Azerbaijani
product, and the use of electron bangles - electronic control means in the execution of alternative punishments for imprisonment.
It was noted that the "Electron Court" information system was put into operation, which was developed in accordance with the Presidential Decree dated February 13, 2014 and jointly with the World Bank.
In accordance with the instructions of the Head of State, practical measures have been taken to increase the functionality of the "E-court" information system, including the "Mobile Court" software was prepared, which allows for immediate access to information, mobile participation in the process and more for the purpose of simplification of access to the court. Another example of the digital transformation in our country is the emergence of the Mobile Court, which is very rare in the world, and Azerbaijan is among the first in this field.
