The activity of the notarial bodies is improved and the authorities are enlarged within the frame of the reforms made for development of justice system under the leadership of the President of our country Mr. Ilham Aliyev. According to the international practice, private notarial institution was established and is applied widely, as well as “Electron notary” information system, which unites the notary offices in single network, was given into use and as a result of it the formalization of notarial acts was considerably simplified.
Many states take advantage from our positive practice in this field and for this purpose there are held international conferences and seminars in different actual themes.
There was organized two-day international scientific-practical conference in the theme of “Deals with the real estate: digitalization and new perspectives for notary office” in Baku by organizational activities of the Ministry of Justice in the eve of the 100th anniversary of Azerbaijan Justice.
There were mentioned the achievements gained in the field of justice, innovative mechanisms applied by modern justice, as well as the measures made for increase of agility and tranquility of the services directed towards the provision of citizens’ satisfaction in the event held by the presence of the president of the Federal Notarial Chamber of Russian Federation, chairmen of Belarus and Kazakhstan Notarial Chambers, representatives of German Galle-Wittenberg University, the officials of the Ministry of Justice and State Committee on Property Issues, as well as by presence of the notaries of Azerbaijan, Russia, Belarus and Kazakhstan.
There was given in the conference detailed information and made presentations about the specifications of German legislation about right of property, legal aspects of formalization of the deals with relate to real estate in our country and the possibilities of electron notary information system.
During the visit the Minister of Justice Fikrat Mammadov met with the president of the Federal Notarial Chamber of Russian Federation Konstantin Korsik, chairman of Belarus Notarial Chamber Nataliya Borisenko and chairman of Kazakhstan Notarial Chamber Asel Zhanabilova.
The Minister, noting the development of the friendship and strategic partnership relations between the states, expressed his satisfaction from the effective cooperation of the ministries of Justice, touching the reforms made in justice, as well as in notary system, stressed the presence of good opportunities for enlargement of mutual activity and exchange of positive practices.
There were made discussions with the delegation in the Ministry of Justice about enlargement of international relations of the notaries, effective organization of their training and sharing of good practices, there was made useful exchange of ideas about the reforms in this field, priorities of mutual activity with the vice-minister of justice Toghrul Musayev, and there was mentioned the importance of international seminar held with the notaries.
The attention of the quests was drawn to the bitter results of Armenia-Azerbaijan Daghlig Garabagh conflict, to the fact that, 20 percent of our lands were occupied by Armenia and more than one million countrymen became refugees and internally displaced people.
The leaders of the Notarial Chambers noted the high-level relations between our countries, stated their satisfaction from the visits to our republic, estimated the attention of the state to the development of notarial institution in Azerbaijan, measures with relate to simplification of access of citizens to notarial services, increase of satisfaction, appliance of modern ICT, as well as electron notary and expressed their will to establish training center for notaries in Baku within CIS by taking into consideration the achievements of our country in this field. As well as, they congratulated uson the occasion of 100th anniversary of Azerbaijan Justice by noting the important role of the Ministry of Justice in democratic societies.
The quests got acquainted with the Justice History museum in the ministry.
During the visit the delegation got acquainted with the many-field activity providing the citizens’ satisfaction of ASAN service, which is Azerbaijan brand and where notary authorities work, as well as with the historical-cultural monuments of the capital.
