In order to facilitate the access of citizens to the judiciary and courts in the current pandemic, the Ministry of Justice is taking consistent measures to expand the application of modern innovations.
On this eve, the population was provided with new electronic and mobile services, and was made an opportunity to make debts and other payments online in cooperation with the State Agency for Citizen Services and Social Innovations in connection with the implementation of court decisions.
Also, the capabilities of mobile notaries have been expanded and a service for electronic approval of power of attorney for the disposal of new vehicles has been launched, and a special software module has been developed and launched to conduct court proceedings via video conference through the "Electron Court" information system. In accordance with the recommendations and decisions of the Operational Headquarters under the Cabinet of Ministers, the Ministry of Justice held an online press conference on April 30 via video link "Access to justice in a pandemic" and presented these innovations aimed at expanding access to justice and the judicial activity.
The event was attended by leaders and officials of relevant structures and local agencies of the Ministry, the President of the European Commission for the Efficiency of Justice, representatives of the Press Council of Azerbaijan, civil society institutions and numerous Mass Media.
At the press conference, speeches were made on the measures taken by the ministry during the pandemic, the organization of the activities of the judiciary in a special regime and the application of innovations, and useful discussions were held.
It was noted that within the framework of decisive measures taken under the leadership of the President Ilham Aliyev to prevent the spread of coronavirus infection, the necessary preventive measures against the pandemic were taken in the judiciary and courts, for which a special Order was signed.
Justice workers and judges also joined the calls of the President and First Vice President of Azerbaijan Mehriban Aliyeva and demonstrated social solidarity, donations were made to the Coronavirus Control Support Fund, and appropriate assistance was provided to elderly and lonely citizens in need of special care.
In order to protect the life and health of prisoners, it was noted that, penitentiaries worked in an intensified mode, 176 people were released by presidential Order of
pardon by showing sensitive and humane treatment to the prisoners over 65 years of age at high risk of infection with the virus, as well as application of parole institute was intensified.
It was noted that at the initiative of the President of the Republic of Azerbaijan, a large number of personal data were analysed and submitted to the Ministry of Labor and Social Protection of Population in order to provide single payments to the unemployed and low-income people who lost their jobs due to the special quarantine regime.
It was noted that in order to facilitate access to justice services, the application of innovations has been expanded, the functionality of the "Communication for Citizens" and "Interactive Communication" sections of the ministry's official website has been increased, the opportunities to apply electronically have been increased, and the provision of remote services to the population has been expanded.
At the press conference, the ministry informed about the new innovations, including the implementation of debt, including alimony, loans, fines and other payments through "ASAN payment", "e-government" portals and various mobile applications in non-cash form or through relevant terminals in cash, electronic certification of the power of attorneys for the disposal of vehicles through the application of "Mobile notary", as well as the organization of court proceedings by video conference through a special software module.
Representatives of civil society institutions made speeches on the topic, exchanged views between the participants, held a question and answer session, and answered questions of journalists in detail.
