There was held online conference in the Head office of the Penitentiary service of the Ministry of Justice in 18.01.2019 about the totals of the year 2018 and forthcoming duties.
The leading staff of the Head office of the Service, as well as of the subordinate bodies and the senior officials of the Ministry of Justice attended the conference.
Vice-minister of justice – chief of the Penitentiary service, justice lieutenant-general Jeyhun Hasanov opened the conference and gave detailed information about achievements gained in the Penitentiary filed last year, realized important innovations and forthcoming aims. Vice-minister stated that, relative decrees and orders, legislative acts of the head of state regulating punishment-executive activity, as well as the execution of the tasks described in the collegial decisions of the Ministry are kept under control, and special attention is paid to the development of financial-technical base of the Head office and subordinate bodies, improvement of the conditions for the arrested persons and prisoners, increase of efficiency of the activity, strengthening of discipline and elimination of shortcomings. It was informed that, relative measures were continued in 2018 for the purpose of formation of highest professional personnel corps of the Penitentiary service, development of the officials’ professional level and improvement of personnel works. Main attention was paid to increase of transparency and struggle against the negative cases like corruption and abuse of duties.
Vice-minister brought to the notice of the conference attenders the issues raised in the meeting of the Ministry of Justice held under the presiding of the President of the Republic of Azerbaijan Ilham Aliyev, dedicated to the forthcoming duties and totals of social-economic development of the year 2018, as well as successful achievements and economic reforms made by our country during the last year. Last year was successful from the point of view of economic development and important steps were made in the direction of provision of transparency and strengthening of struggle against unpleasant cases.
Deputy chief of the Penitentiary service, justice major-general Ogtay Mammadov spoke with the report about the totals of activity of 2018. He stated that, the
execution of the Order “About improvement of activity in penitentiary field, humanization of punishment policy, enlargement of appliance of alternative punishment and procedural compulsion measures not related to isolation from society” signed on February 10, 2017 by the President of the Republic of Azerbaijan Ilham Aliyev was continued and a number of complex measures were carried out in the direction of execution of the duties of justice authorities.
Presidential elections in the Republic of Azerbaijan on April 11, 2018 were held under full transparent and democratic conditions and no any law-breach was registered.
Humanist policy of the head of state realized in the penitentiary field was continued as in previous years, the Order about pardon of 634 prisoners on May 24, as well as of 607 prisoners deprived of liberty was executed in time and in due form.
In connection with execution of the Law passed with relate to the amendments made to the Criminal Code on October 20, 2017 by the initiative of the head of state, there were presented relative documents to the courts about 6011 prisoners imprisoned in the penal jurisdiction during 2018, 647 prisoners were disimprisoned, punishment period for 2319 prisoners was decreased, punishment regime for 851 prisoners was changed.
Measures were continued on execution of the commissions of the ministry of justice for elimination of available shortcomings in preparation of documents presented to the courts for the purpose of conditional early release from prison and change of type of prison. There had already been held 24 meetings of the new Commission, appeals of 818 prisoners were considered and 363 of them got positive opinion. Relative measures are going on to be realized for the purpose of improvement and more effective organization of activity of the Commission.
As a result of search-investigation measures made during the year 2018, there were revealed 1770 manats, 96 mobile phones, 139,327 grams narcotic and psychotropic substances from arrested persons and prisoners and these materials were presented to the law-enforcement bodies for being legally evaluated.
Mutual activity with other law-enforcement bodies helped to reveal 579 different crimes. According to the data of the operative apparatus of the Penitentiary service, 7 units of fire-arms were voluntarily delivered by the arrested persons and
prisoners as a result of operative measures held together with the bodies of internal affairs and these arms were delivered to the relative authorities.
Special attention was paid to educational works, effective organization of spare time of the prisoners, involvement of state organizations, as well as non-governmental organizations in social-oriented works with the prisoners. There were held seminar-trainings in the direction of obeying the law by prisoners, tolerance principles and formation of respect for coexistence traditions.
Repair-improvement works were continued in the Head office and subordinate bodies during the period of report. Natural gas supply problem in some institutions was fully solved, wastefulness in electric, gas and water consumption was not allowed.
The speeches of the heads of the prisons of the Penitentiary service were listened in the conference.
At the end of the online conference, besides the gained achievements, the existence of defects and shortcomings in activity was also noted. There were given relative commissions about realization of preventive measures for the purpose of more reliable provision of the rights of prisoners and accused persons, strengthening of operative-search and security measures, persistent compliance with regime and behavior rules, transfer of illegal objects and prevention of their circulation.
